- The Postal Service is seeking Qualification Statements from construction companies wishing to be Prequalified for an Indefinite Quantity Contract for General Construction in Southern Louisiana (Area includes the following Parishes: Vernon, Beauregard, Calcasieu, Cameron, Jefferson Davis, Allen, Rapides, Evangeline, Acadia, Vermilion, Lafayette, Iberia, St. Martin and Landry). The prequalified firms will be given the option to submit a proposal on an Indefinite Quantity Contract (IQC) for repair and alteration projects within the geographic area described above. The proposal to be offered to prequalified firms includes a Unit Price Book containing over 80,000 construction tasks with preset unit prices. All unit prices are based on local labor, material and equipment prices including the current prevailing wages. Prequalified contractors will propose a Multiplier to be applied to a Unit Price Schedule. This Multiplier will apply to each unit price in the Unit Price Schedule. The term of the contract will be for one year. There will be four possible one-year renewal options. Your firm must be willing and able to work on all the projects that may occur within any of the geographical area listed above. More than one award may be made under this proposal. Cost Range: The total quantity of work that will be required under this contract is indefinite. The initial contract amount is $250,000 and may be increased by modification in incremented values up to an amount not to exceed $9,500,000. The minimum contract value is $10,000. Performance bonds and payment bonds will be required from the successful offeror. Only the most qualified contractors will be prequalified. To be considered for Prequalification: 1. Contractor must possess a valid contractor?s license or provide a copy of the application to obtain such license in the State of Louisiana. 2. Your company must provide proof of bonding with a minimum aggregate dollar amount of $2,500,000. 3. Your company must have been in business, under the firm?s present name, for a minimum of five (5) consecutive years. 4. In addition, your company will be asked to show Indifinite Quantity Contract/Job Order Contract experience, comparable experience, and non-comparable experience. Comparable projects are defined for the purpose of this solicitation as repair, restoration, expansion or alteration of industrial, manufacturing, commercial, retail, Postal or Government type facilities with a minimum construction cost of $25,000 and a maximum of $500,000. Noncomparable projects have a minimum construction cost of $25,000. 5. Other evaluation factors include Background, Eligibility, Safety, Financial Capability, and Bonding. In addition, please include prequalification number of 482980-05-A-0131 to identify the Qualification Statement package that you desire. The completed Qualification Statement should be delivered via one of the many services provided by the Postal Service or hand delivered to the Southwest Facilities Service Office (7800 N Stemmons Frwy, Ste 400, Dallas, TX 75247-4220). Qualification statements will not be returned.
