- NAICS Code: 541990 The U.S. Environmental Protection Agency (U.S. EPA) Office of Research and Development (ORD) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Thompson, Inc. of Philadelphia, PA. The purpose of this acquisition is to obtain citation analysis services for several EPA research programs. The reports generated by this analysis will provide evidentiary information for independent expert program reviews of EPA programs scheduled for the 3rd quarter of this fiscal year. This effort is a follow-on to a recently completed acquisition that Thompson, Inc. provided the citation services. ORD presently needs further analysis and Thompson has the unique qualifications to perform the needed services under the current compressed schedule. It has been determined that Thompson's expertise and historical background providing citation services with EPA makes them the most cost effective, and uniquely qualified vendor to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
