Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ-05-075 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. The NAICS code for this solicitation is 561920 and the size standard is $6 mil. The African Development Foundation (ADF) is seeking an on-site contractor to provide support for the Foundation?s upcoming workshop and training seminar to be held in Accra, Ghana from March 2 through March 18, 2005. The event will include approximately 16 participants from the United States as well as approximately 34 participants from the various countries in which the Foundation operates for a total of approximately 50 participants. ADF will provide air tickets and per diem for the participants. In addition, ADF will directly pay for event costs (space rental, coffee service, ground transportation, etc.). However, ADF will rely on the contractor to initially identify and then coordinate event support as outlined below. The contractor will provide both pre-event and in-country staffing adequate to support the following services: 1. The contractor will arrange for all participants to be met at the airport upon arrival and provide transportation to the event facility. The contractor will also provide transportation from the event facility to the airport at the completion of the event. The contractor will have to provide this service for multiple arriving and departing flights on different days to accommodate the participants? arrival from and departure to their home countries. (Note: ADF will provide air tickets directly to the participants and will arrange for visas. ADF will provide the contractor with a list of arrival and departure times at least 4 days in advance of the first arrival.) 2. The contractor will prepare welcome packets for all participants. These packets are to be available at the hotel as the participants arrive, and will consist of conference schedules and materials provided by ADF and conference services and a basic orientation to hotel services and environs in Accra. 3. The contractor will provide simultaneous translation service (English-French, French-English) for all sessions of the workshop. 4. The contractor will provide for all supplies and equipment including pens, pencils, paper, flipcharts, markers, name tags. Necessary computers, printers, digital projectors and overhead projectors required to support conference presenters and the support activities of the contractor on-site will be provided by the contractor. The contractor will also provide for up to 25,000 pages of photocopying and assembly and distribution of documents to participants with originals to be provided by ADF before and during the workshop. In addition, the contractor will supply a price for additional photocopying. 5. The contractor may be asked to obtain transportation for participants to an ADF project site located in the Accra area. If this is required, ADF will provide advance notice and will pay for the transportation directly. 6. The contractor will be the primary coordinator of services provided to the conference by the event facility, including room setup, breakout rooms and coffee/refreshment service. The contractor will provide administrative support for conference logistics as needed. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition. ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS ? COMMERCIAL ITEMS The following information is required to enable proper evaluation of offers in response to this solicitation: 1. Demonstrate successful relevant experience in conference support with similar size participant levels 2. Demonstrate experience in providing on-site simultaneous translation services 3. Demonstrate ability to successfully provide on-ground transportation both to and from the airport, and to and from site visits during the conference 4. Demonstrate successful relevant experience with providing ample supplies and equipment to support a conference of this size with pens, pencils, paper, flipcharts, markers, name tags and the necessary computers, printers, digital projectors and overhead projectors required to support conference presenters and the activities of the contractor on-site including the ability to provide for up to 25,000 pages of photocopying for assembly and distribution to participants Award will be based on best value to the Government.
