- Solicitation FA8102-04-Q-0016 OC-ALC/PSKAB ATTN: Alice Miller,3001 STAFF DR SUITE 2AF86A TINKER AFB OK 73145-3020. Item 0001, NSN: 1560-01-011-7210AW, P/N 65-31924-48 FLAP AY: QUANTITY: 2 EACH. Description: L. E. Flap ay is a ribbed framed covered with a heavy chem.-milled Alum Alloy skin and contains linkage system which operates a hinged fairing ay mounted on the trailing edge. DIMENSIONS: 18 in X 76 in X 5 in. MAERIAL Alum Alloy. FUNCTION: L.E. Flap ay works together with T.E. Flap to improve operation of acft and enable takeoff in minimum distance. Application: E-3A Type of solicitation: Competitive Contract Type: Firm Fixed Price Issue Date 01 Oct 04 Estimated Award Date: 5 Nov 04 Destination: Tinker AFB Ok RIGHTS GUARD DATA REQUIREMENT & EXPORT CONTROL. The drawings, which will be furnished under this RFQ and any resultant contract, are proprietary to the Boeing Company. Firms interested in proposing on this RFQ must have on file a current OC-SAF/66, “Rights Guard Certification,” signed by an individual authorized to bind your company, or the bid package will not be furnished. This certificate may be obtained from OC-ALC/PKXDA, Tinker AFB OK 73145-5320, FAX (405)739-3656. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Service Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-352-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with you request for the solicitation. While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Faxed solicitations can be submitted to OC-ALC/PKXDA, Tinker AFB OK 73145-3015, FAX NUMBER (405)739-3656. No telephone requests. Only written, faxed, or electronic requests received directly from the requestor are acceptable. . All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. An Ombudsman has been appointed to address concern from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
