Description
Notice of intent to advertise a, Full & Open, formal solicitation on/or about February 2, 2005 with proposals due on or about March 17, 2005. A Pre-Proposal Site Visit will be held (normally ten days following issuance of the RFP package) to discuss and entertain questions relative to the scope of work and submission requirements. The exact date of the meeting will be provided in the RFP package. Offerors will be required to submit technical and price proposals, with technical data, not to exceed 50 pages, and a cost proposal, under separate cover. NAICS: 236220 Size Standard: $27.5 million. The Estimated Construction Cost range is between $1 million and $5 million. In accordance with FAR Part 28.101 and 52.228-1, price proposals must be accompanied by a Bid Guarantee/bond in the amount of $1,000,000 or 20% of the proposed submission price, whichever is less. Prospective offerors must have a valid Central Contractor Registration (http://www.ccr.gov/), Dunn & Bradstreet Number and valid IRS Tax ID Number to obtain a copy of the procurement package which will be available through FedBizOpps (http://www1.eps.gov/index.html). The project, located at 109 South Pearl Street, Natchez, MS, is presently on the National Building Register of Historic Places. The building, (previously an opera house), was constructed Circa 1854, and consists of three floors with a gross area of 19,750 square feet. The building is in shell condition; work includes interior construction, building utilities, sitework, and historic restoration. The facility will house one Courtroom with Judge's Chambers, Court Administrative Space, Visiting Judge's Chambers and U.S. Marshals Service space. Two secured parking spaces will be included. Construction is anticipated to start on or before May 2005, with a completion date of no later than October 2006. The services provided by the Offeror shall cover a specific range of renovation and alteration services as detailed in the Drawings and Specifications to be provided with solicitation. The following are the five EVALUATION FACTORS, listed in descending order of importance: 1) OFFEROR'S PAST PERFORMANCE/PAST EXPERIENCE. 2) QUALIFICATIONS AND EXPERIENCE OF KEY PERSONNEL 3) PROJECT MANAGEMENT PLAN/APPROACH 4) MILLWORK QUALITY/CAPABILITY 5) KNOWLEDGE OF LOCAL CONSTRUCTION MARKET. This is an opportunity for a construction excellence (renovation and alteration) procurement under FAR 15.101. This procurement will utilize the Best Value source selection, trade-off process approach, where all evaluation factors combined are more important than price. The Government may award to other than the lowest price offerors. The selected Offeror must demonstrate a history of meaningful experience and quality performance, a commitment to excellence, providing and maintaining a viable team organization and by adherence to budgetary and time parameters set forth for this project.
