Description
This is an update to the synopsis/Request For Information entitled "VIRTUAL" SPACE ACADEMY that was posted on August 19, 2004. The August synopsis requested comments and ideas from all sources related to recommendations from the President's Commission on Implementation of U.S. Space Exploration Policy. The Commission?s report can be found at: http://www.nasa.gov/pdf/60736main_M2M_report_small.pdf Specifically, the Commission has recommended that the federal government: - increase the priority of teacher training - provide for better integration of existing math, science, and engineering education initiatives across governments, industries, and professional organizations - explore options to create a university-based space academy for training the next generation technical work force In addition, the original RFI contemplated a possible Space Exploration Policy Institute. NASA received numerous responses to the August RFI and has since drafted a preliminary Statement of Work to identify the specific requirements that may be needed. This Preliminary Statement of Work is being released as part of this synopsis update. NASA is considering issuing a Request for Proposals related to this requirement in the next 60-90 days, with a probable single contract award no later than Spring of 2005. NASA anticipates that a pre-proposal conference will be held within one week of RFP release. Potential offerors are invited to review this preliminary SOW and provide questions and comments to the Primary Point of Contact via e-mail by January 24, 2005. The Primary Point of Contact is Karen Smith. Comments should be submitted via email to Karen.M.Smith@nasa.gov. Responses shall include an executive summary and shall be limited to no more than 20 pages. In addition to general comments, NASA would like comments/feedback on the following items: - Schedule/Length of contract - How long to put together this model? - Contract type ? NASA is currently contemplating a fixed price contract. - Challenges associated with the scope of work including partnerships - Potential cost including the variables that impact cost - NASA is also seeking ideas on establishing an institute for the study of space exploration policy. This institute would collect a number of interdisciplinary skills from science, engineering, public management and public policy, among others. This new entity would be a resource that could synergistically apply its various expertise to significant space policy matters. The Preliminary SOW, additional updates to this document and other preliminary documentation related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
