- The U.S. Army Engineering and Support Center, Huntsville, will be issuing a Request for Quotation for the impending procurement of the Crane Safety Course. This procurement is a 100 percent Small Business Set Aside. NAICS code is 611430. All resp onsible Small Businesses may submit a quotation. Size Standard is $6.0 Million. Technical evaluation criteria shall be set forth in the solicitation, which will be posted on or about January 20, 2005. All quotations are due by 2:00 P.m. CST, February 10, 2005. To be considered eligible for award, the successful Quoter must be registered with the DOD Central Contractor Registration (CCR). The following Internet site is provided for registration information: www.ccr.gov. It is the sole responsibility of the Quoter to register in CCR. Multiple sessions of this course will be conducted at Huntsville, Alabama. The first session is scheduled to take place on April 11-14, 2005. An award for one base year and four option years is anticipated. Length of course is 32 hours, with approximately 30 students per session. Contractor requirements are to revise and update existing course materials and present this course at the designated locations. Contractor shall provide all services, personnel, materials except those provided by the Government, Audio Visual aids, travel and lodging for contractor personnel. The Government shall provide classroom space, government forms and all training equipment and materials. This course provides participants with a basic understanding of the different types of cranes and lifting devices used in the US Army Corps of Engineers (USACE), the hazards asso ciated with cranes, and the Corps of Engineers Safety requirements contained in EM 385-1-1 for the inspection and other pertinent consensus standards, maintenance, and safe operation of these pieces of equipment. Topics to be presented include: Types of Cranes, Terminology, Design, and Construction of Cranes; Wire Rope Design and Construction; Wire Rope Attachments and Sheaves; Slings and Rigging; Use of Crane Load Charts; Inspection of Cranes; Designing and Making Critical Lifts,; Floating Cranes; Hoiste d Personnel Platforms; USACE Safety Rules, Activity Hazard Analyses, and Safety Plans. A team of two instructors is required for each session. Both instructors shall be present during the entire session. Each instructor shall have teaching experience of at least 120 hours per year for the past three years in the operation, maintenance, and inspection of hydraulic and lattice boom cranes. The contractor staff shall have experience in developing/revising instructional materials for two courses during the last three years for the operation, maintenance, and inspection of hydraulic and lattice boom cranes. This shall be documented by providing a list of courses developed, dates developed, and selected samples of materials from each. Each instructor shall h ave at least ten years experience in the operation, maintenance, and inspection of hydraulic and lattice boom cranes.
