Description
The U.S. Army Engineering and Support Center, Huntsville, will be issuing a Request for Quotation for the impending procurement of the OSHA Inspection/Compliance for Construction and Operations Activities Course. This procurement is a 100 percent S mall Business Set Aside. NAICS code is 611430. All responsible Small Businesses may submit a quotation. Size Standard is $6.0 Million. Technical evaluation criteria shall be set forth in the solicitation, which will be posted on or about January 17, 20 05. All quotations are due by 2:00 P.m. CST, January 31, 2005. To be considered eligible for award, the successful quoter must be registered with the DOD Central Contractor Registration (CCR). The following Internet site is provided for registration in formation: www.ccr.gov. It is the sole responsibility of the quoter to register in CCR. Multiple sessions of this course will be conducted at various locations within the Continental United States, at various times throughout Fiscal Year 2005. The first session is scheduled to take place on March 7-11, 2005 in Sacramento, California. An award for one base year and three option years is anticipated. Length of course is 36 hours, with approximately 35 students per session. Contractor requirements are to revise and update existing course materials and present this course at the designated locations. Contractor shall provide all services, personnel, materials except those provided by the Government, Audio Visual aids , travel and lodging for contractor personnel. The Government shall provide classroom space, government forms and all training equipment and materials. The course provides personnel that are assigned collateral-duty safety and health responsibilities with the program basics from which they can administer a division/district or FOA safety and occupational health program. Lectures, demonstrations, and reading assignments will cover the various areas and enable the students to identify safety hazards and ar eas of noncompliance with the Corps of Engineers and Occupational Safety and health Administration (OSHA) requirements. Specific areas covered include: Overview of OSHA and Corps of Engineers Safety and health requirements, scaffolding and access, trench ing and excavation, temporary electrical service, heavy equipment, personal protective equipment, fire prevention, confined spaces and entry, motor vehicles, floating plan and marine operations, safety submittals, accident reporting and recording and accid ent prevention plans and hazard analyses. Target audience is government employees. Topics include: Federal Safety Regulations, Egress and Fire Protection, Walking and Working Surfaces, Machine Guarding, Portable Power Tools, Personal Protection Equipmen t, Welding, Cutting and Brazing, Office Safety, Materials Handling, Industrial Hygiene, Hazard Identification and Abatement, Workplace Inspections, and Accident Reporting. This course incorporates the related requirements identified in the Engineer Manual 385-1-1, Safety and health Requirements Manual, in all phases of this training. The contractor shall arrange field trips to inspect a facility for each session. Instructor staff shall consist of a minimum of and maximum of 4 instructors. Two instructo rs shall be present throughout the 36 hours of instruction. As a team, the instructors experience and expertise shall encompass all technical areas of the following criteria: Each instructor shall have at least five year experience, during the last 10 y ears, in general safety, construction safety, or industrial safety and the inspection of workplace environments for OSHA compliance, developing hazard analysis and abatement plans, or the implementation and enforcement of Federal Safety and Health Regulati ons. Each instructor shall have taught within the last three years no t less than 300 hours of classroom instruction in inspecting the workplace environment for OSHA compliance, developing hazard analysis and abatement plans, or Federal Safety and Health Regulations. The Government shall provide classroom space, government forms, and all training equipment and materials.
