- I. INTRODUCTION Bechtel, BWXT Idaho LLC (BBWI), Management & Operating Contractor of the Idaho National Engineering and Environmental Laboratory [as of February 1, 2005 the INEEL will become the Idaho National Laboratory (INL) operated by Battelle Energy Alliance (BEA)], is requesting an EOI from prospective vendors to provide one or more of the following: conceptual design, detailed design, safety analysis, and fabrication services for a new gas test loop installed in a nuclear test reactor for fast flux irradiation of materials and fuels. This EOI serves as a method of screening potential vendors; allowing only qualified candidates to receive a formal Request For Proposal (RFP). II. BACKGROUND The INL is a U.S. Department of Energy (DOE) National Laboratory located approximately 50 miles from Idaho Falls, Idaho. The INL is seeking one or more subcontractors to provide engineering, scientific, nuclear fuel design and qualification, and safety analysis services to support the design and installation of a gas test loop in the Advanced Test Reactor. Design activities will take place during Fiscal Years 2005 and 2006. III. PERFORMANCE CRITERIA Information is sought to identify prospective vendors with the capabilities to provide the required services. Scope includes providing equipment, trained personnel, procedures and materials as necessary to support the design and installation of a gas test loop. IV. SUBMITTAL REQUIREMENTS It is the intent of this EOI to identify candidate vendors who have previous experience in providing similar services. Prospective vendors shall provide: 1) A description of current capabilities and experience in reactor engineering, nuclear fuel design and qualification, safety analysis, neutronics, and thermo-hydraulics related to nuclear reactor loop designs. 2) A minimum of one reference who represents a direct client of the vendor to validate past similar experience. 3) A copy of the vendor?s Safety Program along with the most recent three years of accident/injury statistics. 4) Information on familiarity with and/or qualifications as an NQA-1 qualified supplier. Again, it is the intent of this EOI to only solicit formal proposals (through the RFP process) from candidate firms who successfully comply with the requirements of this EOI. Teaming arrangements are permissible. Following the pre-qualification process, BBWI (or BEA) will hold a pre-proposal conference to provide qualified firms with more details of the requirement.
