Description
THIS FEDBIZOPPS POSTING IS STRICTLY A SOURCES SOUGHT NOTICE THAT IS PART OF A TECHNOLOGY RESEARCH SURVEY THAT IS BEING CONDUCTED FOR PLANNING PURPOSES ONLY; IT IS NOT TO BE CONSTRUED AS A SOLICITATION OR A REQUEST FOR QUOTATIONS OR PROPOSALS. NEITHER QUOTATIONS NOR PROPOSALS WILL NOT BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE. The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland seeks to identify potential sources that currently can provide, or will soon be able to provide, commercially available, or soon-to-be commercially available, fingerprint minutiae extraction and matching software that conforms to the Fingerprint Minutiae Exchange Test 2004 (MINEX04) API Specification located at the following website: (http://fingerprint.nist.gov/minex04/MINEX04API.pdf). This is a government-sponsored technology evaluation of the interoperability of fingerprint minutiae data formatted in accordance with the ANSI INCITS 378-2004 standard. The matching accuracy achieved between different vendor implementations that rely on this standard to exchange data will be used to measure the degree of interoperability. Note: Respondents to this notice will be asked to provide Software Development Kit (SDK) libraries capable of executing calls to extract and format minutiae into proprietary and ANSI INCITS templates to be used for matching. Each SDK must also have the capability to compare two input minutiae templates and return a score. Potential sources of such software will neither be funded by NIST, nor charged by NIST, to participate in MINEX04.
