Description
The U.S. Air Force 48th Contracting Squadron intends to solicit proposals to award a single, fixed-price contract for Drug Testing Program Administrative Manager services for U.S. Air Force installations in the United Kingdom. DESCRIPTION OF SERVICES: The contractor shall provide all management, tools, equipment and labor necessary to ensure that required Drug Testing Program Administrative Manager services are provided in accordance with the Statement of Work (SOW) and Air Force Instruction (AFI) 44-120, Drug Abuse Testing Program. Anticipated solicitation release date is: 12 Jan 2005 NOTE: This is a "DRAFT" version of the SOW... SCOPE OF WORK: includes administration and coordination of the Drug Testing program for military and civilian personnel assigned to all 48th Fighter Wing (48FW) and the 100th Air Refueling Wing (100 ARW) and their Geographically Separated Units (GSUs). 1.2. DRUG TESTING PROGRAM ADMINISTRATIVE MANAGER. The purpose of the Drug Testing Program Administrative Manager (DTPAM) is to provide the services required by AFI 44-120, paragraph 4.7.5. The contractor will be knowledgeable and able to perform the following functions: 1.2.1. SPECIFIC TASKS 1.2.1.1 The contractor will ensure specimens are accurately collected, packaged, and transported to the Air Force Drug Testing Laboratory according to the requirements of AFI 44-120. 1.2.1.2. The contractor will effectively conduct inspection urinalysis testing as directed by the Drug Reduction Program Manager (DRPM), but not less than 8 times per month. Ensures testing is done on a random basis unknown by the test population prior to notification. Sweeps or other forms of testing could be performed out of normal duty times. All testing will be done in accordance with AFI 44-120. 1.2.1.3. The contractor will effectively implement policies as directed by the 48th Medical Group Commander and resolve issues by consulting with the DRPM, Alcohol and Drug Abuse Prevention Element Chief, Mental Health Flight Commander, 48th Medical Operations Squadron Commander, or 48th Medical Group Commander. 1.2.1.4. The contractor will monitor the untestable rate and ensure it does not exceed the 1% Air Force Standard in accordance with AFI 44-120, Reports all untestables to the DRPM. 1.2.1.5. In conjunction with the DRPM the contractor will ensure that when positive drug test results are received notification is made in a timely manner verbally and in writing to the Medical Review Officer, OSI, Alcohol and Drug Abuse Prevention, and Treatment (ADAPT) Program Manager and base Staff Judge Advocate IAW AFI 44-120. 1.2.1.6. The contractor will document and maintain a complete and accurate record of Drug Testing Program interactions and correspondence. Assists the DRPM in developing and maintaining a Drug Demand Reduction continuity book to record activities and describe drug urinalysis processes. Ensures all checklist, step-by-step guides and self-inspection checklist are updated as needed. 1.2.1.7. The contractor will develop and provide statistical reports to the DRPM on a regular basis. Reports are to include a monthly Untestable Specimen Report, monthly Activity Report, and quarterly Expenditure Report. 1.2.1.8. The contractor will, in the authorized, official absence of the DRPM, fulfill the requirements identified in AFI 44-120, paragraph 4.7.4. This requirement may be for as short a period of 1 hour but will not last for longer than a 2-week period. 1.2.1.9. When not performing other DTPAM requirements, the contractor will be available to answer phones, take messages and act as a customer service focal point for the Drug Demand Reduction Program. Normal duty hours are from 0730 until 1630, Monday through Friday, excluding Federal Holiday?s listed in Appendix D. 1.2.2. UTILIZING DRUG TESTING COMPUTER SOFTWARE 1.2.2.1. The contractor will effectively utilize the Air Force Drug Testing Program (AFDTP) software for inspection testing, partial random unit sweeps, command directed testing, probable cause testing, and consent testing. 1.2.2.2. The contractor will input a new Alpha Roster into the AFDTP no earlier than the last week of the month and no later than the first week of the month. The roster will be provided to the contractor by the last week of the month, not later than the first week of the following month by 1500 hrs. 1.2.2.3. The contractor will accurately and in a timely manner update AFDTP Test History when test results are received from the Air Force Drug Testing Laboratory. 1.2.2.4. The contractor will effectively and appropriately use Microsoft Word to create, copy, edit, store, retrieve, and print forms, memos, and letters. 1.2.3. TRAINING AND EDUCATION 1.2.3.1. The contractor will verify urinalysis monitors were fully briefed and trained on the responsibilities of observation in accordance with AFI 44-120 before performing duties as observers. The contractor or Program Manager will perform the training and will be documented on the observer training ledger. 1.2.3.2. The contractor will provide timely training of squadron trusted agents on their role in the Drug Urinalysis program and proper notification procedures in accordance with AFI 44-120 1.2.4. GEOGRAPHICALLY SEPARATED UNITS (GSUs) 1.2.4.1. The contractor may be required to travel to GSUs listed in Appendix C, an estimated 4 (four) visits per year to provide support for the Drug Urinalysis Program. Temporary Duty (TDY) provisions will be authorized in accordance with the JTR and MDGI 44-106, Vicinity Travel. 1.2.4.2. The contractor will track testing notifications, results, and procedures at GSU. 1.2.4.3. The contractor will monitor and maintain GSU drug testing supplies in accordance with AFI 44-120. 1.2.4.4. The contractor may be required to travel by military or commercial aircraft to a conference once a year for up to 7 days duration.
