Description
The U.S. Environmental Protection Agency [U S EPA] Environmental Sciences Division [ESD] intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors ? Commercial Items and FAR 52.214-4 Contract Terms and Conditions ? Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, offers the best value to the Government. The criteria for evaluation are: Technical Approach; Personnel Qualifications; Corporate Experience; Past Performance; and Price. Price is equal in importance to all other factors. The purpose of this acquisition is to consult in the development and implementation of the ReVA web-sites so that the sites meet the needs of the specified user groups, is structured as to lead the user to answer particular questions, and provides verbal and visual cues to meet the needs of the user. A Statement of Work and Evaluation criteria follow. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Vendor must provide Federal Tax Identification Number, Dun and Bradstreet Number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 541511. Any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response which, if received within 15 calendar days of the date of this announcement, will be considered. STATEMENT OF WORK INTRODUCTION The goal of the Regional Vulnerability Assessment Program (ReVA) is to develop and demonstrate a methodology to identify the ecosystems at the greatest risk from regional population growth and economic activity. A region is a multi-state area involving many metropolitan areas and drainage basins and the associated ecosystems and cultural infrastructure. Vulnerability implies that an ecosystem is at risk of losing the ability to continue to supply the goods and services that the public has come to value, including priceless assets such as biodiversity and rare or endangered species and ecosystems. ReVA is particularly concerned with comparing risks arising from all sources of potential harm, acting alone or in combination, over the entire region. Because regional risks require regional (as opposed to national) responses, ReVA focuses on risk communication to inform decisions at regional to local scales and prioritize environmental protection and risk management efforts. ReVA is a cross-ORD project led by the National Exposure Research Laboratory (NERL) in Research Triangle Park, NC. As part of the risk communication effort ReVA is creating a suite of web-based toolkits geared to client partners at the EPA regional level (R3 and R4), state governments (MD, PA,NC and SC), and local governments (Councils of Government in NC and SC). ReVA is working directly with these partners to increase accessibility to ReVA?s tools and information . SCOPE OF WORK The United States Environmental Protection Agency requires the Contractor to perform the tasks listed below. The main focus of the contractor's work will be to consult in the development and implementation of the ReVA web-sites so that the sites 1) meets the needs of specified user groups 2) is structured so as to lead the user to answer particular questions 3) provides verbal and visual cues to meet the needs of the user. 1. The Contractor shall meet up to 3 times per month at the web design contractor?s office in Research Triangle Park over the contract period of one year with the ReVA and web design team and provide feedback on the web site design, usefulness and applicability for select users. (Note that teleconferencing is impractical given the nature and content of these meetings.) 2. The Contractor shall work directly with ReVA client partners to solicit input into assessment needs and effectiveness of ReVA?s tools to inform decision-makers. 3. The Contractor shall develop text for website that is pertinent to select end users and communicates ReVAs efforts to audience. . 4. The Contractor shall edit written and visual media as needed and consult on changes that will improve overall impact of web site structure and usability. 5. The Contractor shall interact with ReVA scientists as needed (via email, phone conversations, and meetings) to understand the scientific methods employed and results such that these methods and results are correctly communicated to clients. Acceptance Criteria: The EPA technical contact will review all submittals for technical accuracy, clear/concise communication of results and accessability by users. DELIVERABLES REQUIRED, DUE DATES, and PAYMENT SCHEDULE DELIVERABLES and DUE DATES: 1. Contractor shall write and edit text (Word or Word Perfect documents) for select sections of the web site (identified by the ReVA director and/or deputy director) which will enhance readability for general public audience - to be completed within 6 months after award of contract. 2. Contractor shall review and edit public web site, providing written (Word or WordPerfect documents) and verbal feedback (during weekly meetings) on changes to be made to the web site - to be completed within 10 months after award of contract. 3. Contractor shall review and edit the decision and scientific web sites, providing written (Word or WordPerfect documents) and verbal feedback (during weekly meetings) on changes to be made to the web site - to be completed within 10 months after award of contract. 4. Contractor shall write text (Word or Word Perfect documents) for select sections of the decision and scientific web site which will enhance readability for general public audience - to be completed within 10 months after award of contract. 5. Contractor will meet with potential users and collect feedback on usability of the tools, to be communicated in written and verbal form - within 12 months of award of contract. 6. Contractor will attend and/or present at select scientific meetings as determined by the ReVA director to support ReVA?s outreach efforts. CONTRACT TYPE: Firm Fixed price PERIOD OF PERFORMANCE: 12 months after award PLACE OF PERFORMANCE: Tasks will be performed at the contractor?s facilities or designated meeting places. TECHNICAL EVALUATION CRITERIA REVA WEB TOOL CONSULTATION AND LIAISON WITH CLIENTS 1. Technical Approach Demonstrated technical approach to the Statement of Work. Specifically, offerors should address familiarity with EPA risk assessment methodologies, use of environmental indicators to assess environmental conditions, and ReVA approaches and methodologies to assess condition and vulnerability at multiple scales ranging from multiple states (i.e. EPA regional offices). Demonstrated experience with assessments at these scales and interactions with decision-makers is key to the success of this project. 2. Qualifications of Personnel The offeror shall describe specific, relevant experience and availability of personnel in providing services similar in scope to those described in the Statement of Work. Offerors will be evaluated on the adequacy of the types of personnel who will form the team, their experience, and their educational background. Disciplines expected to be needed to complete the effort include, but are not limited to: a broad background in environmental sciences, particularly landscape ecology and principles of ecological sustainability and resiliency. Experience in working on multidisciplinary teams and through interactions with stakeholders and decision-makers is crucial. 3. Corporate experience. Offerer should list all relevant grants and contracts as well as deliverables and timetables such that there is evidence of effective resource management and scheduling. 4. Past Performance Demonstrated successful past performance of the offeror as evidenced by peer reviewed publications and other reports at state or local levels on environmental conditions as regards overall sustainability.
