- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Radiation and Indoor Air (ORIA), National Air & Radiation Environmental Laboratory (R&IE) in Las Vegas, NV intends to award a Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Quote RFQ-DC-05-00078 incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 01-27. This is a total small business set aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 with a size standard of 500 employees. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, FAR 52.212-4 Contract Terms and Conditions--Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items apply to this acquisition. The Government intends to award a Purchase Order resulting from this solicitation to the responsible small business whose offer, conforming to the solicitation provisions, will be the most advantageous to the Government at the lowest price technically acceptable. The Government reserves the right to award on an all-or-none basis. The purpose of this acquisition is to obtain enhancements for high volume air sampling equipment to supplement the current R&IE inventory for emergency response, which currently samples using 2-inch and 4-inch sampling media. Under this Purchase Order, the Contractor shall provide the following items FOB Destination at R&IE in Las Vegas, NV. Description ITEM 001 (Quantity 10) F&J Specialty Products (F&J) Model HV-1SH Standard High Volume Sampler, or equivalent with 110V/60Hz portable vacuum pump; 1.5 HP motor with motor speed control; fuse protection 10 amperes, slow-blow fuse; removable controller module to facilitate maintenance; dual ball bearing motor with independent cooling; technical manual and 4-inch diameter filter holder supplied; adjustable rotometer .5-30CFM; and stable base plate with non-skid rubber feet. ITEM 002 (Quantity 10) F&J P/N HV1SAP Filter Holder Adapter, or equivalent with capability to convert from a 4-inch diameter FPT to a 1.83-inch diameter. ITEM 003 (Quantity 10) F&J P/N FJ19-P Open-Face Plastic Filter Holder Combination C, or equivalent with combination 2-inch particulate 1.83" MPT. ITEM 004 (Quantity 10) F&J P/N TP-2 Tripod, or equivalent with 6-foot telescoping capability; supporting up to 65 pounds; and air sampling mounting plate. ITEM 005 (Quantity 4) F&J Model D-870B Digital Venturi Flow Calibrator with battery, or equivalent with measurement ranges 10 to 70 CFM; accuracy minimum 2-percent full scale; display of flow in CFM, LPM or cubic meters per minute by operator selection; flow rate resolution minimum of 0.01 CFM flow corrected to standard temperature and pressure; display of barometric pressure and temperature in metric or standard units; standard AC power operation; and internal battery source when AC power is unavailable. ITEM 006 (Quantity 2) F&J Model D814B Digital Venturi Flow Calibrator with battery, or equivalent with measurement ranges 2 to 14 CFM; accuracy minimum 2-percent full scale; display of flow in CFM, LPM or cubic meters per minute by operator selection; flow rate resolution minimum of 0.01 CFM flow corrected to standard temperature and pressure; display of barometric pressure and temperature in metric or standard units; standard AC power operation; and internal battery source when AC power is unavailable. ITEM 007 (Quantity 4) F&J P/N ADP40A, Plastic Calibrator Adapter or equivalent with 4-inch to 1.96-inch O-ring slip join for connection between sampler and calibrator. ITEM 008 (Quantity 2) F&J P/N ADPCALLV20 Plastic Low Volume Air Sampler Adapter, or equivalent with 1-inch OD smooth pipe surface.
