- The Naval Surface Warfare Center, Indian Head, Md. (NSWCIH) intends to award a Sole Source purchase order to Mathis Instruments Limited. The procurement consist of one TciBeta Thermal Conductivity/Effusivity instrument used to measure thermal conductivity and thermal effusivity for small quantities of energetic solids, powders, liquids, and slurries over the temperature range of 50 degrees to 100 degrees C using patent technology based on the non-destructive modified hot-wire technique. The applicable North American Industrial classification System (NIACS) code is 334513. The FSC code is 6635. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
