Description
The Government has a requirement for professional A/E Services with Industrial Hygiene Services for Project 646-05-105U, ?Emergency Power to Building 6? at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. This is an Emerging Small Business Set-Aside procurement. Architect/Engineer to provide site investigation to develop working drawings and specifications to provide new emergency power generator and feeds to the animal research laboratories throughout Building 6 at the University Drive campus of the VA Pittsburgh Healthcare System. This includes the provision for emergency power to a substantial amount of laboratory equipment and required mechanical equipment such as fume hoods and exhaust systems. Work will be performed in phases to minimize the impact on research activities. Construction will be addressed in phases to allow operations to continue unimpeded to the fullest extent possible during construction activities. Phasing will be determined during the 50% design review. Phasing must work within budget and allow the VA to continue operations with minimal interference. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 ?Room Finishes, Door and Hardware schedule?. Construction period services are required to review submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings and VA correspondence during construction. A/E will respond on site within a two-hour period when requested. Design will include compliance with all applicable building codes and VA design standards. A/E will provide review sessions as follows: Schematic, 50%, and 100% design submissions within 120 day design time. A/E shall provide 20 sets of Construction Documents (drawings and specifications) 120 days from NTP. All construction drawings shall be provided on AutoCAD 2000 and specifications in Microsoft Word 5.0 or higher. The NAICS Code is 541330 with the small business size standard of $4.0 million. This is an Emerging Small Business Set-Aside Procurement as prescribed by the Small Business Competitiveness Demonstration Program. Emerging Small Business is described as a small business whose size is no greater than 50 percent of the size standard applicable to the NAICS Code assigned to this project. Construction cost estimate is between $250,000 and $500,000. Award will be made to the Emerging Small Business A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors also apply: Evaluation of knowledge of healthcare facilities and prior successful experience designing project of this size, nature and cost; Reputation and standing of firm and principal officials with respect to professional performance, general management and cooperativeness; Record of significant claims against client because of improper or incomplete architectural and engineering services; and Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. This restriction applies for the ?entire proposed Architect Engineer team? and Award is subject to availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF 330 to arrive no later than COB (4:30PM EST) February 4, 2005 with cover letter of interest identifying RFP 244-05-00783 directly to the attention of Cheryl Weidner (04A1-H), VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206.
