SOURCES SOUGHT Due to the focus on collaboration between the Veterans Integrated Service Network (VISN 10) Western Market, a proposal may be developed for the transportation of Chilled Food Product, Food Service Supplies and Prepared Patient Meal Trays from the Veterans Affairs Medical Center (VAMC), Dayton Ohio, to the Cincinnati Veterans Affairs Medical Center (VAMC) and it's Fort Thomas Kentucky Division. At this time, for planning and budgeting purposes, interested parties are being requested to provide preliminary pricing for the transportation of meals. There are 2 options. This is NOT a request for proposal. No contract will be awarded based on the information submitted in response to this announcement. The VA Medical Center is only requesting preliminary pricing and company information for further review to determine if a RFP will be issued. If a RFP is issued the Contracting Officer intends to set - aside for HUBZone firms that are certified with the U. S. Small Business Administration (SBA). The NAICS code for this announcement is 484220, $21.5 Mil. Based on the availability of funds. The objective for both options is to provide: 1. Dependable and consistent delivery, under refrigeration of chilled food products and food service supplies. 2. Delivery of safe food that has been maintained according to USDA guidelines for proper temperature and sanitation. 3. Elimination for the need of additional handling of food products. 4. Efficient and fast delivery to meet all required delivery times as not to impact patient meal service. 5. Readily available quality control and Hazard Analysis Critical Control Point (HACCP) records that demonstrate the safe and sanitary handling of food product. 6. Periodic inspections of vehicle by VA Medical Center qualified staff will demonstrate safe and sanitary conditions. Special Requirements for both options; 1. Refrigerated food product to be maintained between 28-32 degrees at all times. Products are not to be kept in freezer conditions. 2. Soiled carts must be kept separate from clean food delivery carts. 3. Vehicle must be free of transportation debris and will be equipped with straps for Securing mobile food delivery cars. 4. Applicable Documents: a. Accidents records b. Maintenance records c. Temperature records d. Sanitation Checklists e. HACCP plan f. Emergency preparedness plan g. Insurance h. Certified drivers Period of Performance for both options: The Government intends to award a contract for a base period of one year, with 3 option year renewals. Deliverables: Carts per day Cincinnati 58 Fort Thomas 18 Cart Description: USECO - Unitron 7, insulated cassette transfer carts. They are designed to receive a completed cassette of trays of chilled foods and safely move the cassette to a Unitron 7 Rethermalization cart. The insulated cassette transfer cart is designed to dock to the Unitron 7 Rethermalization cart to allow an easy transfer of the cassette to the rethermalization cart. The cassette transitions smoothly from cart to retherm vehicle on transfer wheels. After rethermalization the cassette is transferred into the Unitron 7 Insulated Cassette Transfer Cart and used to move trays to the patient rooms. These carts are stainless steel, with two vertical stainless steel push handles, doors, bumpers & casters. The overall dimensions are 39 1/4" x 29 3/4" x 56 5/8" high. OPTION ONE - ALL WORK WILL BE COMPLETED DURING EVENING HOURS Specific tasks include: 1. Arrive at the Dayton VAMC, 4100 West Third Street, Building 411, North Dock (Kentucky Avenue) no later than 4:00 PM daily (including Holidays). 2. Begin required paperwork at Dayton, verifying the internal temperature of transportation vehicle is between 28-32 degrees. 3. With the assistance of a designated Dayton VAMC Nutrition & Food Service (N&FS) employee, remove food delivery carts and food service supplies from designated walk-in cooler into transportation vehicle. 4. Complete required paperwork at Dayton verifying number of carts to be transported. 5. Depart Dayton VAMC no later than 5:30pm. Travel to first delivery point, Fort Thomas VA Campus, 1000 South Ft. Thomas Avenue, Ft. Thomas, KY, 41075. Approximately 65 miles. 6. Arrive at Fort Thomas, VA Campus no later than 7pm. Unload designated supplies for the Fort Thomas VA Campus and move into designated cooler. Pick up soiled delivery carts for return to Dayton VAMC. Contractor must keep soiled food carts separate from food items for Cincinnati VAMC. 7. Complete required paperwork at Fort Thomas VA Campus and depart Fort Thomas VA Campus no later than 7:30pm. Approximately 8 miles. 8. Arrive at Cincinnati VAMC, 3200 Vine Street, Cincinnati, OH, 45220, no later than 8pm. Unload designated supplies for Cincinnati VAMC and move into designated cooler. Pick up soiled food delivery carts for return to Dayton VAMC, N&FS. 9. Complete required paperwork at Cincinnati VAMC and depart Cincinnati VAMC for Dayton no later than 9pm. Approximately 57 miles. 10. Return to Dayton VAMC, N&FS, Building 411 North dock no later than 10pm. The return trip to Dayton with soiled meal carts will not require refrigeration. 11. Unload soiled meal delivery carts with the assistance of Dayton VAMC N&FS employee. 12. Complete required paperwork at Dayton VAMC. Complete duties by 10:45pm. 13. Special requirements- Access to buildings at each facility during non-duty hours. May include the need for phones and restrooms. OPTION TWO: ALL WORK WILL BE COMPLETED DURING THE DAY Specific Tasks Include: 1. Arrive at Dayton VA Medical Center building 411 North dock no later than 6:00am daily (includes holidays). 2. Begin required paperwork at Dayton, verifying that internal temperature of transportation vehicle is between 28-32 degrees. 3. With the assistance of designated Dayton N&FS employee, remove food deliver carts and food service supplies from designated walk-in cooler into transportation vehicle. 4. Complete required paperwork at Dayton verifying number of carts to be transported. 5. Depart Dayton VA Medical Center no later than 7:00am. Travel to first delivery point, Fort Thomas division of Cincinnati VA in Kentucky. Approximately 65 miles. 6. Arrive at Fort Thomas no later than 8:30am. Unload designated supplies for the Fort Thomas division and move into designated cooler. Pick up soiled delivery carts for return to Dayton VA Medical Center. Keep soiled food carts separate from food items for Cincinnati. 7. Complete required paperwork at Fort Thomas, and depart Fort Thomas no later than 9:00am for trip to Cincinnati VAMC, approximately 8 miles. 8. Arrive at Cincinnati VA no later than 9:30am. Unload designated supplies for Cincinnati and move into designated cooler. Pick up soiled food delivery carts for return to Dayton VA Medical Center. 9. Complete required paperwork at Cincinnati, and depart Cincinnati no later than 11:00am, for trip to Dayton VAMC, approximately 57 miles. 10. Return to Dayton VA Medical Center building 411 North dock no later than 1:00pm. The return trip to Dayton with soiled meal carts will not require refrigeration. 11. Unload soiled meal delivery carts with the assistance of Dayton VA N&FS employee. 12. Complete required paperwork at Dayton. Complete duties by 2:00pm. Interested parties may provide the preliminary commercial pricing information in a manner that is industry standard. ALL RESPONSES MUST BE RECEIVED IN WRITING BY CLOSE OF BUSINESS 4:30PM, E.S.T.
