Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado at Denver to provide electromagnetic modeling of magnetic microcalorimeters. This effort is part of the National Aeronautics and Space Administration (NASA) project entitled ?Multiplexed Arrays of Magnetic Calorimeters?. This will include the following: 1) evaluate and purchase software packages for appropriate modeling of superconducting and magnetic materials, or maintenance packages for existing software; 2) use the software packages, perform inductance and response calculations for existing device geometries. These calculations are to include the superconducting material properties of the magnetic pick-up coil and the magnetic material properties of the detector overlayer; 3) model new circuits for optimization of detector performance as required, possibly including magnetometers and fractional-turn loops, as well as other configurations to be determined. Reports will be submitted detailing progress and results. Period of Performance shall be January 21, 2005 through July 30, 2005. Martin Huber of the University of Colorado at Denver is named as the co-investigator on this project, approved by NASA. Martin Huber is uniquely qualified and is an established expert in design and modeling of SQUID magnetometers and related circuits. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
