Description
The Naval Facilities Engineering Command, Southern Division, is currently seeking potential sources for Regional Base Operations Support Services at Naval Station Ingleside, Texas, selected services at NAS Corpus Christi, NAS Kingsville and Navy Reserve Centers under the jurisdiction of Navy Region South in the state of Texas. The scope of work includes all management, supervision, labor, engineering services, tools, materials, equipment, supplies, facilities, and transportation necessary to perform the required services in the following functional areas at Naval Station Ingleside: Public Safety Services to included maintenance of security boats, intrusion detection systems and safety alarm equipment; Port Operations to include craft services, ship to shore services; Weapons Services to include the receipt, segregation, storage, and issue of conventional ammunition; Supply Services to include and “Guard Mail” and fuel services; Fleet and Family Service Center Services; Utilities Operations and Maintenance; Facility Sustainment; Refuse/Garbage Collection and Disposal; Janitorial, Street Sweeping, Grounds Maintenance; Base Support Vehicles and Equipment management and repair; driver licensing/testing, Transportation and Crane Services; Environmental Compliance Services and; management of Bachelor Quarter facilities. Services at Naval Reserve Centers may include Facility Sustainment such as HVAC, Plumbing, Electrical, and Structural maintenance. It is the Government's intention to issue the synopsis and eventually the solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading. Prospective offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments; therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the web site. The tentative RFP issuance date will be on or about January 18, 2005. Any resultant contract will have a performance period that includes a base period with four option years. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement that consists of the submission of price and technical proposals. The NAICS for this procurement is 561213 with a size standard of $23 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. This requirement is offered to all qualified, responsive concerns and proposals will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible Small Business Concern in accordance with FAR 19.5, provided that adequate competition is received and award can be made at a fair market price. If circumstances do not permit a Small Business award, the Government intends to award on the basis of full and open competition from among all responsible, responsive proposals received providing award can be made at a fair market price. When there is inadequate competition at any tier, an otherwise competitive offer from a responsible business concern at that tier will be considered with the eligible offers for the next lower tier. For example, only one competitive offer is received from a Small Business. That offer will be included in the pool of offers received from all Businesses.
