Description
The Army Field Support Command is conducting a Sources Sought/Market Survey for a contemplated systems contract for the 105MM CTG M314A3 and 155MM PROJECTILE M485A2 Illumination, NSN: 1315-01-514-5716 (C541) and 1320-00-935-2091 (D505). The M314A3 is a cartridge fired from 105mm howitzers and is intended for signaling or for illumina ting a designated area. The projectile is a hollow steel forging with a streamlined ogive, a pressed on metal rotating band, and a pinned base plug. The projectile uses a fuze, but will be fitted with a closing plug for storage and shipment. The project ile cavity contains an expelling charge, illuminating canister, and parachute assembly. The expelling charge consists of black powder contained in a sealed plastic holder. The illuminating canister body contains the illuminant and first fire composition. The illuminating canister body is fitted with anti-rotational brakes. The parachute assembly is attached to the illuminating canister body. The base plug is inserted into the opening at the base of the projectile and held in place by three shear pins an d three twist pins. The complete projectile assembly is free fitted to a cartridge case. The cartridge case contains a percussion primer assembly and seven individually bagged and numbered propelling charge increments. The base of the cartridge case is drilled and the primer assembly is pressed into the base. The percussion primer assembly consists of a percussion ignition element and a perforated flash tube containing black powder. The seven numbered increment bags are tied together, in numerical orde r, with acrylic cord. These are assembled into the cartridge case, around the primer flash tube, with Increment 1 at the base of the cartridge case and Increment 7 toward the mouth of the cartridge case. The M485A2 is a projectile fired from 155mm howitz ers and is used to illuminate the battlefield at night or during other conditions of reduced visibility. The projectile is a hollow steel shell containing an illuminant canister, a canister expelling charge in the nose, and a drogue parachute in the base. The illuminant canister contains the main parachute and lines, the illuminant candle assembly, a secondary expelling charge and a delay element holder. The outer shell of the canister is fitted with four longitudinal fins. The fins extend under spin fo rces when the canister is ejected from the projectile. The base of the projectile is closed with a press-fitted steel plug retained by shear and twist pins. A pressed on metal rotating band and a plastic obturating band encircle the projectile near the b ase and are protected by a grommet during shipment and handling. The projectile uses a time fuze. The fuze cavity is fitted with a lifting ring plug for shipment and handling. This survey is open for both large and small businesses. This survey is being conducted to evaluate the production capability for the subject items. A technical data package will be provided, upon request, to assist respondents in developing their capability statements. Potential respondents are advised that this requirement con tains technical data as defined by 22 CFR Section 120.10 and bears a Distribution D distribution statement. A certified DD Form 2345, Militarily Critical Data Agreement, or your certification number must be furnished with your request for the TDP. Send r equest for TDP to Cheryl.Nielsen@us.army.mil. TDP will be issued via U.S. mail unless provided with your request is authorization to send via Fede ral Express and your Federal Express Account Number. A respondent to this market survey should be able to show that they have the technical capability, manufacturing capacity, certification to receive export-controlled technical data (as applicable), and good past performance in production of Artillery/Mortar rounds and syste m management, as indicators of existing qualifications. Interested companies who have the necessary capabilities should respond by providing the following information; a summary of your companys capabilities; description of facilities, personnel, and ma nufacturing capabilities and experiences and how they directly relate to the planned procurement; estimated minimum and maximum monthly production quantities; estimated prices; and the minimum procurement quantity (MPQ) required for production. A responde nt should state if they have made this item in the past. If a respondent does not currently have complete relevant resources (facilities, equipment, technical, personnel, etc.) available, the respondent must identify their needs and be able to specificall y demonstrate his ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. It is anticipated that a 5-yr F irm Fixed Price, Requirements contract will be awarded. Best Value criteria will be used to evaluate and select the awardee. Also, provide in your response your company name, address, point of contact, phone number, e-mail address, company web site (if available) and business size/status (small or large business).
