CAUTION: The drawings which will be furnished under this RFQ and any resultant contract are proprietary to the Boeing Company. Firms interested in proposing on this RFQ must have on file a current OC-SAF/66, ?Rights Guard Certificate,? signed by an individual authorized to bind your company, or the bid package will not be furnished. This certificate may be obtained from OCALC/PKXDA, Tinker AFB OK 73145-5320, FAX (405) 739-3656. NOTE: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of factors, including past performance of the contractor whose price quotation is being evaluated. NOTE: An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
