Description

Nonpersonal Services: 12 CONS/LGCA Randolph AFB intends to award a contract for Base Fuels Management. The scope of work is as follows: The contractor shall provide all personnel, equipment, tools, materials, supplies, supervision, and all other items and services necessary to manage the requisition, receipt, storage, issue, handling, quality control and accounting of petroleum products, and cryogenics. Contractors will be required to follow fuels safety guidelines in accordance with Air Force Instructions and comply with OSHA standards. PERFORMANCE PERIOD: The government contemplates a basic contract period commencing 01 Apr 05 through 30 Sep 05, plus four one year options. The applicable small business size standard is $6M, the (NAICS) code is 488190. All information required for submission of an offer will be identified in the solicitation. The government contemplates award on or about 01 Mar 05, with a performance start date of 01 Apr 05. A site visit is anticipated approximately two weeks after solicitation issuance. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.20407004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All prospective offers interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE CODE). The anticipated issue date of this solicitation #FA3089-04-R-0008 is on or about 24 Sep 04. This synopsis of proposed contract action is for planning purposes only and does not commit the government to pay for any information, issue a solicitation, or award a contract. This synopsis is not to be construed as a commitment by the government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. FAX requests for a solicitation package will NOT be accepted. An award, using the Performance Price Trade-Off (PPT) procurement process will be made in the form of a Fixed-Price requirements contract. In evaluating proposals, the Government will make tradeoffs among the factors, and select the proposal that is most advantageous to the Government. PRICE PROPOSAL, MISSION CAPABILITY, PAST PERFORMANCE AND PROPOSAL RISK ARE EQUAL IN IMPORTANCE, AND EACH IS MORE IMPORTANT THAN PRICE. Past performance shall be evaluated in accordance with the procedures in 13.106 or Subpart 15.3 as applicable. This requirement is being offered for nation-wide competition to 100% Small Business (SB) SET-ASIDE.
