- This procurement will be awarded using reverse auction procedures. These procedures will be identified and explained in the solicitation. The Regional Contracting Department, Pearl Harbor, Hawaii intends to award a firm fixed price contract for treadmills and elliptical bikes. The proposed procurement will be set-aside 100% for Small Business. It is anticipated that the solicitation will be available on or about 7 January 2005 via the Internet at the following addresses: http://www.neco.navy.mil or http://www.fedbizopps.gov.
