Description
It is the intent of the National Library of Medicine (NLM) to acquire professional information (IT) support services for the Division of Extramural Information Services and the eRA Project, National Institutes of Health (NIH) from Sherry L. Zucker, Potomac, Maryland. The following tasks are to be completed: Independently, and not as an agent of the Government, the Contractor shall provide professional IT support services to OER in carrying out its responsibilities related to the grant process at NIH. (1) At the direction of the Project Officer, the Contractor shall accomplish specific IT support tasks in the broad areas of: Planning, Outreach, Process improvement, Software development life cycle and Other. The following are representative tasks: (1) Planning, and Outreach: (a) Provide staff support to the eRA Project Manager and eRA IT Director by providing comments on Proposed/draft policies, procedures, reports, and memoranda. (b)Provide assistance in the development and implementation of project plans for eRA activities. (c) Provide assistance in formulating eRA response to unanticipated needs at the NIH, HHS, and the Federal Government, such as Roadmap, OPDIV Consolidation, and Circular A-76 (d) Provide consultation to OPDIVS and ICs seeking to use eRA systems. (e) Assist in preparation and presentation of eRA plans and initiatives to NIH/HHS management and other advisory and oversight groups. (f) Provide consulting support to eRA staff participating in various NIH and Departmental committees including such as MEO, Roadmap, and Grants.Gov. (g) Provide consulting assistance in preparation of eRA planning documents, including strategic plans, annual plans, and implementation plans, as well as assisting in presentations for concept approval. (h) Provide instruction, training, and mentoring to DEIS personnel and other eRA participants, such as Group Advocates and User Groups, in the areas of business process modeling, eRA functionality, and eRA cross-business area capabilities. (2)Process Improvement : (a)Provide consulting assistance in defining policies and procedures for various workflows internal to the eRA project, including: task order development, change management and configuration control, requirements management, business process modeling, planning, etc. (b) Provide consulting assistance in defining processes and eRA-specific templates for the various RUP workflows and their associated artifacts. (3) Software Development Life Cycle (SDLC) : (a) At the request of the Project Officer or Project Director, provide assistance in the development of statements of work (SOWs) and requests for proposals (RFPs)/Requests for quotes (RFQs), evaluation of vendor proposals, and other procurement related activities for design and development task orders, as well as for other acquisitions. (b) At request of Project Officer or Project Director, provide evaluations and comments of design and development deliverables, such as design review materials, iteration plans, transition plans, test plans, etc. (c) Evaluate test plans for requirements that have a cross-functional impact on eRA systems and business areas. (d) Provide assistance with the preparation of business artifacts, such as business models, scope documents, white papers, alternative evaluations, concepts of operations, and gap analyses. (e) At request of Project Officer, analyze workflow, identify bottlenecks, and make recommendations regarding re-engineering of business processes. (f) Provide subject matter expertise across all business areas for all proposed and ongoing requirements reviews. (g) Provide consulting assistance in the area of improving data quality processes and procedures. The period of performance shall be for a period of one year with a (1) one-year option period. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisition of Non-Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
