Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ) 05-184-0238 under FAR Part 13, Simplified Acquisition Procedures and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-25, Oct 5, 2004. The associated North American Industrial Classification (NAIC) for this acquisition is 511210; the small business size standard is $21M. This acquisition is unrestricted and all responsible offerors are invited to submit a quotation. The National Institute of Standards & Technology (NIST) has a BRAND NAME requirement for the upgrade and maintenance of Macrovision FLEXnet Manager. The previous contractor, Macrovision, 2830 De La Cruz Blvd, Santa Clara, CA 95050, performed very satisfactorily and is, to our knowledge, the only known provider. The following Contract Line Item Numbers (CLIN?s) are required: CLIN 0001, Quantity of 1, FNMP-XXXX-XXXX, FLEXnet Manager Perpetual Package (501-750 users); CLIN 0002, Quantity of 1 year, FNMPP-XXX-8XXX, FLEXnet Manager Perpetual Pacage Support/Update Service Fee (501-750 users), License term is good for one year from the date of purchase; CLIN 00003, Quantity of 20, FNMPV-XXX-XXX, FLEXnet Manager Perpetual Vendor Daemon(s); CLIN 00004, Quantity of 20, FNMPV-XXX-8XXX, FLEXnet Manager Perpetual Vendor Daemon(s) Support/Update Service Fee, License term is good for one year from the date of purchase. The number of users serviced by the vendor daeamons are approximately 501 to 750. Offers must include unlimited HostID?s (license servers) worldwide. The maintenance agreement shall include: technical support, bug fixes, and software updates. Delivery shall be FOB Destination. Award will be made to the offeror whose quotation offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: (1) Technical Capability factor "Meeting or Exceeding the Requirement," and (2) Price. Technical Capability is more important than price. Offerors shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature to CLEARLY DOCUMENT that the offered products and services meet or exceed the specifications stated herein. Offers must include all line items.
