- Description: The required delivery timeline is changed to read as follows: a. Phase I: Delivery of two (2) pendants by 4 January 2004 for initial testing and flight evaluation. b. Phase II: Based on results of Phase I testing, the Government may award a follow-o n contract to purchase (from any, all or none) 31 pendants. (1) Fifteen (15) delivered to Fort Campbell not later than 4 February 2005 for flight evaluation testing. (2) Five (5) strength tested by manufacturer with Natick supervision not later than 4 February 2005. (3) Ten (10) delivered to the Natick Soldier Center by 11 February 2005 for sand penetration testing. The following is added to the 52.212-2 provision, Evaluation Commercial Items. The Government will award a contract to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered. The following f actors will be used to evaluate offers: technical and price. Evaluation factors are listed in the relative order of importance (technical is slightly more important than price). Offers must also include the proposed variation in length between pendants. (Each pendant should be as close to 50 in length as possible.) Technical factors are those listed in Paragraph 2, Testing and Evaluation, of the original synopsis/solicitation.
