- Contractor shall assist Fort Defiance Service Unit (FDSU): To update and finalize policies and procedures for the entire operation of the Adolescent Care Unit (ACU) required to meet State and Federal Centers for Medicare/Medicaid Services (CMS) licensure and/or accreditation; In completing the preparation of position descriptions for classification for all personnel required to operate the ACU; in searching for, recruiting, and screening of qualified candidates for the Director of Mental Health, Nurse Manager, Program Director, Psychiatrists, Psychologists, Soclia Workers, Nurses, Mental Health Technicians and Teachers and other positions as required; With technical assistance and consultation services support to FDIH administration, Business Office, Contract Health, Human Resources, Mental Health and Social Services, and the Navajo Area Advisory Body on issues related to initiating operations in the ACU, including data collection, coding, billing, electronic health record, and other issues that arise or are identified as program development proposed contractor; And the Area Advisory group in establishing admission criteria, length of stay, specific inpatient and Day program structure, discharge and re-admission criteria for the ACU; In establishing policies and procedures related to, but not limited to, division of beds (male/female), chemical dependency and withdrawal, eating disorders, sexual and physical abuse, pregnancy issues, use of seclusion rooms, safety issues, environment of care, closed-circuit cameras, food service, day programs, school programs, recreational and exercise equipment, legal reporting issues, pharmaceuticals and medication schedules, Native American Church and the use of hallucinogens discharge planning and after care; In setting standards and implementing staffing requirements including but not limited to: staffing levels for all disciplines, background checks, new-employee orientation, security training, non-violent crisis intervention training, confidentiality issues, schedule of daily activities, restraint policies and legal reporting issues; In development and integration of the school program and teachers into the ACU, including establishing the required standards for State and Federal recognition of the school program; In establishing a system for optimal coding, billing and data collection gathering for ACU services, that is integrated into the hospital Resource Patient Management System (RPMS) electronic health record system.
