Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) plans to negotiate on a sole source basis with Waters Technologies, Inc. to provide a Leap Combi PAL System for sample introduction and an AutoSpec P Split Detector to enhance resolution capability.. These open-market components are being procured using FAR 13 procedures as necessary to Waters' High Resolution Mass Spectrometer (HRMS) Systems. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253 (c)(1), which allows for negotiation without full and open competition if there is only one responsible source. The basis for this determination is that the U.S. EPA-National Center Risk Management Research Laboratory in Research Triangle Park, North Carolina has a requirement for the Leap Combi PAL System and AutoSpec P Split Detector which are necessary components to the Waters Technologies' HRMS instrument, which has the stability and resolution capability that is essential for analyses in the area of mixed Halgenated Compounds, Chlorinated Dioxins and Furans, Brominated and Mixed Bromo and Chlor Dioxins and Furans, and the expansion into other Brominated Organic Compounds. Due to installation, maintenance, and warranty issues it will be in the Government's best interest to purchase these components through Waters Technologies, Inc. as they are an integral part of their system. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement by submitting documentation to Kimberli Irwin at the office identified above, by fax (513)487-2109 or by e-mail (irwin.kimberli@epa.gov) which establishes that their specifications or qualifications meet the EPA's requirement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
