Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Horiba Instruments to procure a Horiba GDC-70 Gas Divider & NOx Checker. This unit is necessary to perform linearization curves on the Horiba Mexa 7000 Series analytical benches that operate many of the Horiba equipment items that NVFEL uses. Based upon the need for data quality consistency and set-up capability EPA is pursuing this as a sole source. The GDC-70 Gas Divider & NOx checker will offer consistent data quality on the Horiba analyzers currently in use at NVFEL. A different Gas Divider with different operational characteristics and flow rates from those currently being used would impair the NVFEL's capacity for consistency in data. The performance of different Horiba analyzers on the NVFEL equipment can only be compared to one another by keeping the testing apparatus and test procedure the same for every test. A Gas Divider other than the Horiba GDC-70 Gas Divider & NOx Checker would be a different testing apparatus and would make the data collected from the different analyzers non-comparable. Further, a different Gas Divider model would mean extensive programming changes to the NVFEL data acquisition system and additional wiring of the Horiba interface. EPA intends to include an option for two additional Horiba GDC-70 Gas Divider & NOx Checkers in this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by January 4, 2005 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
