Description
The Naval Air Systems Command; Aircraft Support Contracts Department (AIR 2.5.1.3), Patuxent River, MD 20670-1127 announces its intent to issue a sole source modification under Contract No. N00421-04-C-0131 with Bihrle Applied Research, Incorporated for the procurement of Engineering and Technical Services for the E-2E Aircraft Wind Tunnel Effort. The contractor will be required to provide engineering services for assessing the current E-2AHE and/or E-218GE aircraft simulation for model accuracy and deficiency against existing data sources; and review the existing E-2AHE model’s data mechanization methodology and assess their applicability with the goal to formulate an improved model structure. The tasks under this acquisition require the following capabilities: (a) experience in powered propeller model wind tunnel test techniques and data acquisition of high fidelity wind tunnel data, (b) an in-depth knowledge of aerodynamic database implementation into aircraft simulations, including direct and indirect power effects from models with high horsepower motors, and (c) implementation of data obtained from motor rotation shaft balances. The estimated period of performance for this acquisition is approximately 15 January 2005 through August 31, 2005. Bihrle Applied Research, Inc is the only known source with the necessary knowledge, experience, and technical experience for performance of this effort. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
