Description
The Government requires the following: Indefinite Quantity supply contract to be negotiated on a sole source basis with Olympic College, for Apprentice/Trainee program classes. The awarded contract will cover tuition, fees and materials for the “Apprentice Program” and the “Co-operative Education Helper Program” for a base period of 12 Months and four option periods. The specific training is necessary for skilled shipyard workers of various trades to reach the journeymen level at PSNS. The Program is a “lock-step” program in which training is viewed in terms of phases or yearly blocks of training rather than quarters of training in the traditional college sense. It is anticipated that the RFQ will be issued on or about 22 December 2004, with quotes due by 29 December 2004. All responsible sources may submit quotes, which shall be considered by Fleet & Industrial Supply Center Puget Sound. No telephone requests for the solicitation package will be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Apprentice Program has been in place since 1902, and in its present form with Olympic College since 1950. Olympic College is the only community college located in Kitsap County and within close proximity of the PSNS that can adequately accommodate more than 542 appointees in the program. Over time, they have developed classes, such as “College Level Principles of Technology” and “College Level Applied Mathematics,” that are proprietary to the program.
