- Description
- This is a notice of our intent to prequalify General Contractors for new construction and/or expansion projects for postal facilities in the South Florida Area, Central Florida and North Florida areas. Prequalifications statements will be evaluated by the Contracting Officer’s staff. Primary factors will be considered are: firm’s background, construction experience, financial stability, capacity to perform, timely completion history, references, previous clients, and safety. Applications will be evaluated by the USPS committee, and all General Contractor’s will be advised within 60 days of receipt of their application as to prequalifications status. General Contractor’s selected as being the most qualified will be placed on the prequalification list. The projects will typically, but is not limited to, concrete, carpentry, modified bitumen roofing, insulation, hollow metal doors, metal studs, gyp board, ceramic tile, resilient flooring, vinyl composition tile flooring, carpet, painting, store fixtures, landscaping, electrical, mechanical, utilities and other work associated with postal facilities. Contractors will be evaluated based on references showing similar construction experience. Reference is made to Clause B-38, Accident Prevention. All construction work on projects must be performed in compliance with the Occupational Safety and Health Act (OSHA) of 1970. If the USPS is fined for OSHA violations caused by the contractor, the contractor shall pay the fine or reimburse the USPS for the amount of the fine. The subcontracting goals for this contract is a minimum of 10% for minority-owned businesses, a minimum of 40% for small business enterprises, and minimum of 7% for women-owned businesses in accordance with solicitation Section H.20. Participation with women owned businesses and minority owned businesses is encouraged. No Proposal Guarantee (Bid Bond) is required but a letter from your bonding company and bank ARE required (see Offerors Submittal Information). A 100% Performance Bond and a 100% Payment Bond will be required of the successful offeror. The anticipated construction cost for an individual projects are expected to range from $750,000 to $6,000,000 per location. Only offers returned via personal hand delivery and/or US Postal Service (First Class Mail, Express Mail and Priority Mail) will be considered in compliance with this solicitation. Any other carriers will be rejected. This is not a request for a proposal.
