- CONSOLIDATED LISTED OF QUESTIONS AND ANSWERS FOR SOLICITATION 2005-Q-01700 1. Type of employees you anticipate payrolling? Part-time police officers…… 2. Are all employees located in the Atlanta area? All employees work in the Atlanta area at several CDC sites…... 3. Are we including Health & Welfare, Holiday, Vacation, IFF Fee within the price? There are no holiday or health benefits paid to these officers. The vendor is required to send end of year statements to each officer for income tax purposes. Taxes are not withheld…… 4. What is the anticipated time frame for the contract? One Year (Base Year) with 12 month options…… 5. Are they off duty Atlanta or surrounding county officers? They are off duty officers at several CDC sites in Atlanta…… 6. Am I correct in assuming they are carrying a loaded weapon? This is not applicable…… 7. The RFQ states the services are required to be delivered electronically. Will the work be performed at a Government site or our site? The contracted work will be performed at your site…… 8. Does the phrase “delivered electronically” refer to employee’s direct deposits? Yes, direct deposit…… 9. Does the payroll service include any tax or other filings such as: 1. Remitting Federal/FICA Withholding ….NO 2. Remitting State Income Tax Withholding ….NO 3. Filing 941's …NO 4. Filing W2's ….NO 5. Filing Garnishments to appropriate agencies….NO 6. Remitting retirement contributions….NO 7. Filing State Unemployment Taxes ….NO 8. Remitting employee medical/benefit contributions….NO…. There are no taxes or benefits withheld. The contractor will be required to send a W-2 or equivalent for tax filing purposes to each officer……. 10. What are the Payroll reporting requirements? Do we have to download the payroll reports into the Government's software, fax the reports or email the reports? The Project Officer will email or fax the bi-weekly payroll to the vendor. The vendor will submit an invoice in return for payroll and vendor services. This invoice will be processed through CDC/Finance and funds will be transferred to the vendor for payment…... 11. Will the government enter the payroll data electronically via our web-based system or will it be sent to us either electronically or fax for us to input into the system? Payroll data will be emailed to vendor. Payments will be made through your payroll system via direct deposit or check….. .. 12. Will the Payroll Provider (bidder) be responsible for collecting timecard information or will it be provided? If it is provided, in what form would we receive it? CDC Project Officer will forward the payroll to the vendor bi-weekly via email…... 13. If the Payroll Provider will be responsible for collecting the timecard information is there preference or requirement for the method used? (i.e. hard timesheets, online collections, etc.) Vendor is not responsible for collecting payroll information…… 14. How will the funds to cover the employee’s net pay and taxes be provided? Will it be the responsibility of the Payroll Provider to fund the payroll and tax payments and then bill CDC? Payroll will be transferred to the vendor/contractor bi-weekly…… 15.How often will the Payroll Provider be allowed to bill? The vendor/contractor will be paid bi-weekly along with the payroll transfer or can bill once a month…… 16. My question is with the payroll services, will you provide the bank account or will we? Will the services be done on site or off site? Funds will be transferred from the Center for Disease Control into your account. Services are performed off site…… 17. In the past we had to provide the bank account and all work was done at our location. Payroll sheets was send back and forward by FedEx on a bi weekly basis. Payroll will be furnished on a bi-weekly basis, via email…… 18. In regards to the solicitation for payroll services at CDC in Atlanta, what is the current payroll system being used? And is there an incument contractor? In regards to the solicitation posted on Federal Business Opportunity website. The current system being utilized does not have merit in this solicitation. The Government is requesting that you quote based on your current payroll system……. The name of the incumbent is ASI Services Corp., 3495 Piedmont Road, Atlanta, Georgia…… 19. About how much will the payroll be for 60-100 people(on a bi-weekly period)? I am not at liberty to divulge that information. It is estimated around $57,000…… 20. Will payments be made to the contractor bi-weekly or monthly? Payments are made to the contractor bi-weekly…… 21. Does the CDC desire a PC based, Web based, or Phone/Fax method of input? Vendors choice. Preferably to be coordinated with the Contracting Officer and Project Officer….. 22. Should the proposed solution include comprehensive HUMAN RESOURCES integration? NO…. 23. Should the proposed solution include any EMPLOYEE SELF SERVICE functionality? NO….. 24. Should the proposed solution include any LABOR COLLECTION devices for employee entry of hours? Web based timesheet, time clocks, etc? No. Payroll will be forwarded to the vendor bi-weekly…… 25. What payroll/HRMS solution is CDC migrating from? Not applicable….. 26. What is the desired LIVE DATE of the new payroll system? January 1, 2005…… 27. What types of history are expected to be captured from the current system and transferred to the new solution? None…… 28. Is the payroll function currently a CENTRALIZED function. Example, everything currently originating from Atlanta? Is that expected to change? Yes with no change….. 29. What integration, if any, is anticipated with other 3rd party solutions? (Examples: Accounting system/which one; Time & Attendance/which one; 401k Administration/who, etc) Only salaries are paid, no taxes, no benefits, no payroll deductions….. 30. Is there a formal RFP, or requirements definition document which spells out the specifics of the project? Will be posted on Federal Business Opportunities today (11/18/2004)…… 31. Is this procurement considered a new requirement? No this is not a new procurement….. 32. If this procurement is not considered a new requirement? a. Who is the incumbent? The name of the incumbent is ASI Services Corp., 3495 Piedmont Road, Atlanta, Georgia….. What is the contract number? Not applicable….. 33. Does the services have to be performed at the CDC location in Atlanta? Services are performed off-site….. 34. Can the contractor provide the services from a remote location off the CDC campus? Services are performed off-site….. 35. Can the service provider be located out of the Atlanta metro area? Yes the service provider could be located outside of Atlanta, but must be completely accessible for communication…… 36. What are you looking for in a quote? A price per check (employee), or an annual price to cover the range of 60-100 personnel? The processing price per check and what the vendor would charge for set-up fees…… 37. Is there a written scope of work that is available to bidders? Yes….. 38. We had listed 3 examples of possible pricing scenarios for the Government. Does the Government have a preference? No, the government does not have a preference. You are to come up with your own pricing to accurately reflect what the Government is asking for…… 39. The taxes we are referring to in this question are the Federal and State Withholding Taxes from each officers paycheck. Generally, taxes must be remitted to the taxing agencies. We would withhold on behalf of the Government; however, we were interested in knowing if we would be required to submit the taxes to the taxing agencies, as well? As first stated, THERE ARE NO TAXES OR BENEFITS withheld by the contractor. The officer is responsible for paying his own taxes after receiving a W-2 or equivalent end of year payroll form for wages earned…… DUE DATE REMAINS UNCHANGED. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (19-NOV-2004).
