Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes ar e being requested and a written solicitation will not be issued. The solicitation number is W9124V-04-T-0005 and is issued as a Request for Quote (RFQ). The NAICS code is 423910 and the size standard is less than 100 Employees. The solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2001-25, Effective 04 Nov 2004 & Class Deviation 2004-o0001. The proposed contract is 100 percent set aside for small business concerns. The acquisition is a firm fixed priced purchase order in support of the Montana Army National Guards Regional Training Institute (RTI). The RTI requires conversion kits for various service weapons to perform non-lethal training with reduced-energy cartridges. The conversion kits allow single-shot, burst or full automatic modes and are designed to avoid a jam. The service weapons can then be used/fired with non-lethal reduced-energy cartridges in force-on-force training scenarios. The items intended for purchase: TRAINING GEAR TO INCLUDE; TWENTY-FIVE (25) M-16A2 CONVERSION KITS; TEN (10) 9MM CONVERSION KITS; FIVE (5) BOXES OF NON-LETHAL, M16A2 AMMUNITION, COLOR  RED; FIVE (5) BOXES OF NON-LETHAL, M16A2 AMMUNITION; COLOR  BLUE; FOUR (4) BOXES OF NON-LETHAL, M16A2 AMMUNITIO N; COLOR  ORANGE. SAFETY GEAR SHALL BE PURCHASED WITH THE CONVERSION KITS TO INCLUDE: THIRTY-FOUR (34) PROTECTIVE FACE SHIELDS; TWENTY-FIVE (25) THROAT SHIELDS; SIZE  MEDIUM /LARGE; TEN (10) THROAT SHIELDS; SIZE  SMALL TO MEDIUM. For descriptive Purpo ses, the equipment shall be brand name or equal to SIMUNITION OR FX products. If the offeror is quoting an equal item, please provide technical specification and warranty information. The provision of FAR 52.212-3, Offeror Representations and Certificati ons-Commercial Items (May 2004) applies to this RFQ. 52.212-3, the clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation, Commercial Items (Jan 1999). The Government will award a contra ct resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Past P erformance and Technical Capability. Past performance and technical capability, when combined, are significantly more important when compared to price or cost.
