Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25 The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible parties may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for three(3) Spectroscopic Portal Monitors to be used by the NIST/Ionizing Radiation Division in developing a new ANSI Standard and its associated test and evaluation protocol for spectroscopic portal monitors for the Department of Homeland Security. The Government anticipates making more than one (1) award against this solicitation. NIST is developing a new ANSI standard and its associated Test and Evaluation Protocol for spectroscopic portal monitors for the Department of Homeland Security. To support this development it is necessary to test these devices. The main difference between monitors developed by different manufacturers is the distributions of detectors inside the portal monitor cabinets and the associated software. Due to this, it will be necessary to test systems produced by different manufacturers that can provide different geometries for the detectors and different software packages for data acquisition. NIST, together with the Oak Ridge National Laboratory (ORNL), is planning to fully test these instruments against the draft ANSI N42.38 standards for spectroscopic portal monitors that is presently under development. This standard specifies the operational and performance requirements for spectroscopy-based portal monitors used in Homeland Security applications. Spectroscopy-based portal monitors have the ability to detect radioactivity and identify radionuclides that may be present in or on persons, vehicles, or containers. Non-radionuclide identifying portal monitors are addressed by ANSI N42.35. Operational requirements established by ANSI N42.38 include radiation detection and radionuclide identification, and those requirements associated with the expected electrical, mechanical, and environmental conditions when a monitor is placed in use. The tests described in this standard provide a means to ensure that a monitor meets the requirements. Successful completion of the tests described in this standard should not be construed as an ability to successfully detect and identify all radionuclides in all environments. This standard does not address portal monitors that may have the ability to reduce the effects of Naturally Occurring Radioactive Materials (NORM) and reduce the nuisance alarm rate without the ability to identify individual radionuclides. THE FOLLOWING GENERAL REQUIREMENTS APPLY TO LINE ITEMS 0001, 0002 & 0003: (1) ALL THREE PORTAL MONITORS SHALL HAVE DIFFERENT SOFTWARE PACKAGES; (2) DELIVERY SHALL BE COMPLETED NOT LATER THAN 6 TO 8 WEEKS AFTER THE DATE OF AWARD; (3) ONE SYSTEM SHALL MONITOR PEDESTRIANS AND TWO SYSTEMS SHALL MONITOR VEHICLES; (4) ALL SYSTEMS SHALL HAVE NAI(TL) FOR GAMMA-RAY DETECTION AND HE-3 TUBES FOR NEUTRON DETECTION. All interested parties shall provide a quote for the following line items: LINE ITEM 0001: Quantity one (1) each Spectroscopic Portal Monitor meeting all of the General Requirements identified above and the following required specifications: (1) Shall have NaI(Tl) (sodium iodide) detectors for gamma-ray detection together with Helium-3 neutron detectors; (2) This monitor shall be for monitoring pedestrians and have video and data transmission capabilities. LINE ITEM 0002 ? Quantity one (1) each Spectroscopic Portal Monitor meeting all of the General Requirements identified above and the following required specifications: (1) The monitor shall have NaI(Tl) (sodium iodide) detectors for gamma-ray detection and Helium-3 tubes for neutron detection; (2) This monitor shall be for monitoring vehicles; and (3) The data output must be XML and the enclosure must be rated as NEMA 4; (4) The radionuclide identification shall be performed by peak energy and relative intensity matching combined with spectra library comparison. LINE ITEM 0003 ? Quantity one (1) each Spectroscopic Portal Monitor meeting all of the General Requirements identified above and the following required specifications: (1) Monitor must have NaI(Tl) (sodium iodide) detectors for gamma-ray detection; (2) Monitor must be for monitoring vehicles; (3) Radionuclide identification shall be performed by peak energy and relative intensity matching only. The Contractor shall state the warranty coverage provided for the equipment. Delivery shall be FOB Destination and shall be completed in accordance with the General Requirements. FOB Destination means the Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Multiple awards are anticipated. Awards shall be made to Contractors who (1) Provide equipment that meets all General Requirements and all requirements of Line Items 0001, 0002 & 0003; and (2) Quote the lowest prices. Establishing that quotes meet all General Requirements and all requirements of Line Items 0001, 0002 & 0003 shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS the capabilities of the offered product, and that it meets all specifications stated herein. The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items.
