- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Simulation, Training & Support, Orlando, FL for sustaining engineering services and sustaining logistics services for government owned Consolidated Automated Support System (CASS) testers/stations. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract that will allow the issuance of Cost Plus Fixed Fee, Firm Fixed Price and Time & Material type delivery orders. The type of tasks that will be required under the IDIQ will include, but are not limited to: logistics services, obsolescence studies, incorporation of new test techniques, integration studies, replacement instruments, Software Integrated Product Team Support, Engineering Change Notices Support, failure data analysis, Integrated Logistics Support, trade-off analysis, configuration management, Technical Working Group Support, System Problem Reports Support and market surveys. All of these tasks will be related to the CASS tester/station. The period of performance for each delivery will vary depending on the task, however no delivery order will exceed the 5 year period of performance of the IDIQ contract. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. As the original equipment manufacturer, Lockheed Martin is the only contractor with the necessary technical, engineering, and logistics expertise to perform these tasks. All responsible sources are encouraged to submit a proposal, which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-04-R-0102. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government.
