- The U. S. Postal Service hereby solicits fixed price proposals from U.S flag carriers for the transporting of bulk printed matter by air from the selected origin/destination pairs as listed in Part 4, Attachment 2. This is an indefinite delivery, indefinite quantity contract type and a negotiated commercial procurement that will be conducted in accordance with the USPS Purchasing Manual, Issue 3. This solicitation anticipates multiple awards.
