Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: firm-fixed price proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-05-Q-0006 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14 effective June 23, 2003. The Government reserves the right to make an award on the initial quote without discussions of this procurement. Award will be based on a best value determination, price and other factors considered. Other factors for award include past performance and a responsible offerors ability to meet the salient functional and technical requirements as listed below. BACKGROUND National Archives and Records Administration (NARA). NARA is an independent Federal agency that helps preserve our nation's history by overseeing the management of all Federal records. Our mission is to ensure ready access to the essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience. We must make it easy for citizens to access this essential evidence regardless of the location of the documentation or of the people using it. In accordance with 44 USC 2108, the Archivist [of the United States] is responsible for the ?custody, use, and withdrawal of records transferred to him. 44 USC 2109 authorizes the Archivist to ?provide for the preservation, arrangement, .description, and exhibition of records....? Museum Programs (NWE). The Museum Programs staff administers NARA?s exhibition programs, educational programs, and volunteer services. It is responsible for developing systematically designing programs for various audiences that communicate NARA?s mission, develop an appreciation of NARA goals, and foster an understanding of the national experience. Audiences served by Public Programs include the general public, educators and students, the researcher community, the Federal government, and the archival community. Each year, approximately one million visitors come to the Rotunda to view the Charters of Freedom and other changing exhibits. Millions more visit the Online Exhibit Hall and The Digital Classroom each year. Thousands of educators attend document- based workshops or use document-based publications in their classrooms, while NARA?s docents provide thousands more with behind-the-scenes tours and document workshops for community and school groups. NARA?s archival holdings are also featured in public lectures, conferences, film series, performances, and special events attended by a wide variety of constituents throughout the year. Exhibits Staff (NWE-X). The Exhibits staff creates and maintains the major exhibitions in the Rotunda and the Special Exhibitions Gallery of the National Archives Building in Washington, DC and at the National Archives at College Park, Maryland; develops traveling exhibits, facsimiles exhibits, and online exhibits (see www.archives.gov); and coordinates the loan of original documents for exhibition outside of the agency. In addition to these duties, the exhibits staff assists other NARA units with the creation of permanent and traveling exhibits. Exhibition Spaces at the National Archives: NARA exhibits original documents and artifacts from its holdings and from non-NARA sources at the National Archives Building in Washington, DC and its presidential libraries (Hoover through Clinton, except Nixon). National Archives Building. Original documents and artifacts are displayed in the Rotunda, Special Exhibition Gallery, and East and West Rotunda Galleries. Security guards are stationed in gallery spaces during public hours and patrol these space during non-public hours. The galleries are also protected with electronic surveillance systems. The building is equipped with a sophisticated climate control system for maintaining appropriate temperature and relative humidity and filtering pollutants from the air. Franklin D. Roosevelt Library. Original documents are displayed in both permanent and changing exhibits galleries. Security guards are stationed in gallery spaces during public hours and patrol these space during non-public hours. The galleries are also protected with electronic surveillance systems. The building is equipped with a sophisticated climate control system for maintaining appropriate temperature and relative humidity and filtering pollutants from the air. Storage Areas at the National Archives. NARA stores original documents and artifacts from its holdings and non-NARA sources at the National Archives Building, the National Archives at College Park, and its presidential libraries (Hoover through Clinton, including Nixon). All storage areas are protected with appropriate security and climate control systems. 2. OBJECTIVE NWE seeks to purchase a fine arts insurance policy providing wall-to-wall, all risk coverage for non-government property on loan to NARA for exhibition purposes. (NARA?s permanent collection is self-insured.) ? 3. SPECIFIC REQUIREMENTS The written policy must include the following: 1) All risk, wall-to-wall fine arts coverage with standard exclusions (wear and tear, gradual deterioration, war, damage due to repair, restoration, etc.) for temporary loans. 2) Terrorism coverage 3) $30,500,000 property coverage on NARA premises (National Archives Building, Washington, DC, National Archives at College Park, MD, and Franklin D. Roosevelt Library, Hyde Park, NY) 4) $500,000 at any other location 5) $500,000 in transit 6) No deductible 7) Coverage effective January 1, 2005 - January 1, 20006 5. GOVERNMENT FURNISHED INFORMATION a. NARA will provide information necessary for the Contractor to obtain accurate insurance rates from its underwriters. 6. CONTRACTOR FURNISHED a. Contractor will provide written policy detailing coverage and terms of policy. b. Contractor will provide customer service to answer any questions COR may have about the policy and process any claims in timely, professional manner. 7. PERIOD OF PERFORMANCE The period of performance commences with contract award and continues for one year. 8. DISCLOSURE OF INFORMATION The Contractor shall not release to anyone outside the Contractor?s organization any information, regardless of medium (e.g., film, tape, documents), pertaining to any part of this contract or analysis related to this contract, unless the Contracting Officer has given prior written approval or the information is otherwise in the public domain before the date of release. 9. PAYMENT (No contract payments will be made by check) Invoices will be paid monthly by electronic funds transfer (EFT) in accordance with FAR 52.232-33, Mandatory Information for Electronic Funds Transfer Payment. 10. DELIVERABLES The contractor will provide a detailed, written policy. It shall be submitted to the Contracting Officer?s Representative (COR) for review and approval. Unless otherwise noted, once the Contractor has submitted a deliverable to the COR, the Government will have 5 (five) working days to review the deliverable. The COR may return the deliverable to the Contractor for rework or accept the deliverable as completed. If the deliverable is returned to the Contractor for rework, it shall be completed within the time frames established by the COR. 13. CONTRACTING OFFICER?S REPRESENTATIVE (COR) a. The individual named above is designated as the Contracting Officer?s Representative (COR) to assist the Contracting Officer (CO) in the discharge of the CO?s responsibilities. The COR is responsible for monitoring the Contractor?s overall technical program requirements. In no event will any understanding or agreement, modification, change order, or other matter deviating from the terms of the basic purchase order between the Contractor and the Government, be made by the COR or any person other than the CO, to be effective or binding upon the Government. Offerors must submit a brief description of relevant experience duties and responsibilities. Vendor must except direct deposit for payment via electronic funds transfer. The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order: FAR Clause 52.212-1, Instructions to Offerors Commercial Items (OCT 2000): each offeror shall include a completed copy of the provision at FAR clause52.212-3, Offeror Representation and Certifications Commercial Items (June 2003) with the quotation. Paragraph (b) of this clause incorporates by reference the following FAR clauses 52.222-3 Convict Labor, 52-222-36 Affirmative Action for Workers with Disabilities, 52,232-34 Payment by Electronic Funds Transfer Other than Central Contractor Registration, 52.232-36 Payment by Third party, and 52.233-3 Protest After Award.
