Description
NASA/ARC has a requirement for one (1) Spectral Response Measurement Data System and Software. The system shall be capable of command and control, data collection, and the integration of infrared cameras to a spectroradiometric source system. The specific infrared cameras include those from both FLIR Systems and Indigo Systems while the spectroradiometric source system is the Optronic Laboratories Inc., OL-750 Automated Spectroradiometric Measurement System. The system shall be a desktop PC with digital PCI frame grabbing and IRIG-B timestamping that can be interfaced with the infrared cameras and OL-750 system. The system shall have integrated "turn-key" application software available for the computer control of the OL-750 system. The software shall be compatible with both the FLIR Systems and Indigo Systems infrared cameras and the Indigo Rtools software. Training for up to three (3) people for a period of two (2) days and a software maintenance agreement of one (1) year are required. NASA/ARC intends to purchase the items from FLIR Systems Indigo Operations of Goleta, based on the system's unique ability to be integrated with the Optronic Laboratories Inc. OL-750 Automated Spectroradiometric Measurement System, FLIR Systems and Indigo Systems infrared cameras simultaneously. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 27, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
