Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued W91QF5-04-T-0016 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 200 1-23. The NAICS code applicable to this acquisition is 561730. This will be a base year with two option years for the following items PLEASE BID ACCORDINGLY. CLIN 0001, informational CLIN; Mowing; CLIN 0001AA mow lawn weekly basis 1 January 2005 to 31 Ma rch 2005, when deemed necessary, 3 inches, trimmed and sidewalks blown; edging of sidewalks and curbs; weed control, sidewalks, parking lots and mulch beds, 3 months; CLIN 0001AB mow lawn weekly basis 1 April 2005 to 30 September 2005, 3 inches, trimmed an d sidewalks blown; edging of sidewalks and curbs; weed control, sidewalks, parking lots and mulch beds, 3 months; CLIN 0001AC mow lawn weekly basis 1 October 2005 thru 31 December 2005 , when deemed necessary, 3 inches, trimmed and sidewalks blown; edging of sidewalks and curbs; weed control , sidewalks, parking lots and mulch beds, 3 months; CLIN 0002 Lawn seeding, overseeding done during the fall using fescue at a rate of 100 lbs per acre in Aug and Sept to ensure proper temperature for germination befo re winter sets in or soil temperature is below 40 degrees, 1 lot; CLIN 0003 Lawn Aeration performed to accessible areas as used in a 50 inch pull behind in late October or November in conjunction with adequate rainfall. Touch up seeding will be done in ba re areas, 1 lot; CLIN 0004 Lawn fertilization in fall 30-4-10 with 33% sulfur coated slow release will be applied once in August or September and once in November or December at a rate of 150 pounds per acre, 1 lot; CLIN 0005 Lawn Fertilization in Spring a t the appropriate rate, 1 lot: CLIN 0006 Lawn weed control, treatment of broadleaf weeds will be done during the fall or spring/one application per emergent herbicide and will be applied to help control unwanted annual grasses and weeds, 1 lot; CLIN 0007 L eaf removal and mulched, 1 lot; CLIN 0008 Ornamental shrub and tree care. All shrubs will be pruned 3 time of new growth, sucker growth removed from all crepe myrtle, crab-apple and tree from photinias and bayberries; pruning of new vegetation, 1 lot; CLIN 0009 Mulching in Spring, double shredded hardwood mulch applied during late winter or early spring at a 1 ? to 2 inch depth to all existing mulch beds maintained after using a post and pre-emergence herbicide, 1 lot; CLIN 0010 Mulch applied during the fal l at a 1 ? to 2 inch depth to all existing beds, mulch beds will be maintained after using post and pre-emergence herbicide, 1 lot; CLIN 0011 Mulching  trench out all beds and tree tings 2 inches and remove excess mulch and debris, 1 lot; CLIN 0012 Perenn ial and annual maintenance to appropriate height during dormant season, 1 lot; CLIN 0013 Snow removal of all sidewalks around building within 50 feet from structure, shoveled and or salted of snow and ice, 2-4 snow $______; 4-8 snow$______, 8-12 of sno w $_ _. Statement of work specification for grass mowing contract for Ft Lee Military entrance Processing Station: 1. DESCRIPTION OF WORK: a. WORK TO BE ACCOMPLISHED: The Contractor shall furnish all labor, tools, materials, equipment and supervision necessary for the performance of all operations, incidental to the initial cleanup and mowing, trimming and applying herbicides to keep the im proved areas and roadsides in a neat and orderly appearance. The frequency and performance of the work will be in accordance with the detailed specifications as set forth in this contract. b. LOCATION OF WORK: Fort Lee Military Entrance Processing Stat ion, Building #120 00, and located 2011 Mahone Avenue, Fort Lee, VA 23801. 2. GENERAL INSTRUCTIONS: a. Accumulated trash and debris will be removed, hauled away from the Government property, and properly disposed of in a licensed landfill. b. The cutting edges of all mow ing equipment used in performance of work shall be kept in sharp condition. Bruising or rough cutting of grass will not be accepted. c. Mowers shall be of a type which causes clippings to be distributed evenly over the cut area. The grass and other veg etation cut will not be hauled off government property. d. After trimming and mowing, grass clippings and other litter or debris shall be swept off sidewalks and other paved areas. e. Care must be taken when mowing and trimming around trees so the bark is not damaged. f. Each time the grass of an area is mowed, all grass shall be trimmed even with the edges of all curbs, sidewalks and driveways. Grass, brush weeds and other vegetation growing beside walls, guy wires, poles, shrubs, trees, foundation s, garbage can pads, fire hydrants or any object within the designated areas shall be cut to a height consistent with the adjoining turf areas. g. Mow 50 ft out in front of building and to tree lines on sides and back. Mowing of all accessible turf area s every 7 days, this accounts for the entire growing season, regardless of the number of cuts and includes mowing into late November to ensure a neat appearance over the winter. Dead grass will not be permitted to accumulate on the turf  this is unsightl y and detrimental to the turf. Maintain shrubs surrounding building in a neat appearance. This is to include weed eating around building, fire hydrants, PI valves, sign posts, power poles, condensing unit pads, and any other man made objects. This also includes blowing away residual grass clippings. h. Grassed areas shall be mowed to a height of not less than two inches above the surface of the soil and not be allowed to grow to a height greater than six inches above the soils surface. Grass adjacent to buildings, utilities, trees or fences, uncut by larger mowers, shall be cut by smaller mowers. This does not constitute trimming. i. Edge curb, sidewalks, driveways, street edges, manhole covers and housings, condensing unit pads, and any other man made objects. This is to include blowing away residual grass and the spraying of herbicides on weeds between curb and asphalt. The contractor will prune all trees and trim all shrubs as required. j. Leaves will be removed or mulched. k. The contractor will be responsible for any damage to government personnel and property. l. The contractor will be responsible for any damage to civilian personnel and property. m. The contractor will be responsible for any damage or loss of their equipment and perso nnel while on government property. n. The contractor will survey the area to be cut for hazards and pick up trash prior to cutting. o. Snow clearing and Salting: Clearing of all sidewalks around building within 50 feet of the structure. Snow will be cleared every 2 to 4 inches The provisions at 52.212-1, Instructions to Offerors  Commercial, applies to this requisition. Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at 52 .212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition; addenda to the clause are not included.
