Description
The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Environmental Technology Laboratory (ETL) has a requirement for the fabrication and partial assembly of the frame and housing for a Ground-based Scanning Radiometer (GSR) system. This is a small business set-aside. Size Standard: 500 employees. NAICS: 332710. All parts and materials are specified in the documents available in the formal package. Partial assembly (welding) of the frame for the housing of the GSR is required. All other parts will be assembled at the Environmental Technology Laboratory (ETL). Vendor must provide all labor, tools, equipment, materials and transportation necessary to fulfill requirement. SPECIAL REQUIREMENTS: Since this is only the second such system to be built by ETL (including the prototype) we require machine shops bidding on this job to be local (Denver/Boulder area). ETL will need to be able to monitor progress and respond to concerns and issues during the fabrication process. Delivery of all parts must be by March 15, 2005. ETL needs to be able to complete instrument integration for a June, 2005 shipment deadline. The GSR will be deployed in an Arctic environment and used for long-term, unattended climate monitoring of integrated atmospheric water vapor, cloud liquid and other significant climate variables. Therefore, quality of workmanship and materials is critical and ETL would like shop references from bidders on fabrication jobs of similar scope. Technical questions must be submitted in writing to the Contracting Officer by fax or by email. You may request a formal package by email or fax. Proposal must be received on or before close of business January 11, 2005 and may be submitted by email (preferred), fax, or by mail. Please include delivery date, business size, Federal Taxpayer Identification Number, and Dun and Bradstreet Number. Vendors must also be registered with the Central Contractor Registry (CCR) at www.ccr.gov. Terms and conditions can be found at http://www.arnet.gov/far/ and agency level protest procedures can be found on http://oamweb.osec.doc.gov/CONOPS/reflib/alp1296.htm. Anticipated award date ? January 13, 2005.
