Description
The Bureau of Engraving and Printing (BEP) is soliciting for a meeting and training facility for two training sessions: Proposed Dates: MARCH 7, 2005- MARCH 19, 2005 and SEPTEMBER 19, 2005 ? SEPTEMBER 30, 2005. (See attached Statement of Work and Technical Evaluation Factors). Offerors must propose on all session dates. The meeting/training facility shall have overnight accommodations and primary meeting/training space for up to thirty participants. In addition, the facility shall offer one breakout room to accommodate eight people, breakfast, lunch and dinner daily, continuous beverage breaks (morning and afternoon), standard audio-visual equipment (TV/VCR, LCD, microphone, overhead projector and screen, podium, flipchart and laptop, etc.) and complimentary parking. The facility must be located in the Washington, DC Metropolitan (DC, MD, VA). The simplified acquisition procedures set forth in FAR 12 and 13 shall be used. This is a combined synopsis/solicitation. This notice constitutes the only solicitation. A written request for quotation will not be issued. The resulting purchase order shall be firm fixed price. The basis for award shall be best value. Evaluation will include past performance, convenience of transportation, facility amenities, personal/room amenities, and convenience and security of location/facility. The offeror shall submit a list of 5 similar activities conducted over the past years with names and numbers that may be contacted. The technical factors are more important than cost. All technical factors are equally valued. Award will be made to the offer that is most advantageous to the Government, proposed cost and other factors considered. The Government reserves the right to make award to other than low offeror. Although technical considerations are more important than cost, the closer the technical scores of the various offers to one another, the more important cost consideration becomes. The government will perform a site visit of the facility prior to award of the purchase order to evaluate the overall quality of the facility and location. All interested parties are requested to submit a written quotation, which will be considered by the agency. Quotations may be submitted on a SF1449, SF18 or on company letterhead. Quotations shall include the RFQ number, the proposed unit price, the proposed extended price, any prompt payment discount terms, company name, point of contract, address, phone number, fax number, tax identification number, DUNS number size status (that is, small business, disadvantaged business or woman owned business). Quotations are due by 2:30 P.M. on December 16, 2004. Quotations may be mailed to Bureau of Engraving and Printing (BEP), Office of Procurement, Attn: Rosa Lee, 14th and C Streets, SW, Washington DC 20228-001 or faxed to Rosa Lee 202-874-2200.
