- The Naval Undersea Warfare Center Division Keyport is soliciting for 40 each first articles, 9 each periodic samples and 250 each production Assembly Igniters for the MK54 Mod 0 Torpedo in accordance with NAVSEA drawing 7054006 Rev A, NAVSEA drawing 7054066 Rev A, and all associated drawings. This procurement will be solicited and awarded as a Firm Fixed Price Contract with an 4 option quantities of 9 each periodic samples and 191 each production Assembly Igniters in FY 06, 9 each periodic samples and 191 each production Assembly Igniters in FY 07, 18 each periodic samples and 282 each production Assembly Igniters in FY 08, and 18 each periodic samples and 382 each production Assembly Igniters in FY 09. Contractor must be ISO 9001-2000 Certified. Inspection and acceptance of first articles is 90 days; Inspection and acceptance of periodic samples is 75 days after selection of units; Inspection and acceptance of production units is 30 days. Required delivery of first ! articles is 34 weeks after contract award date. Required delivery of periodic samples is 60 days after acceptance of first articles and required delivery of production units is 60 days after acceptance of periodic samples. FOB Destination: Naval Undersea Warfare Center Division Keyport, Keyport, WA 98345. Inspection at source and acceptance at destination. Acceptance of Production lot at source upon acceptance of periodic samples. Distribution of drawings is restricted by the Arms Export Control Act to vendors who are currently registered with the Defense Logistics Information Service Joint Certification Program. Information regarding this program may be obtained at www.dlis.dla.mil/jcp. All Requests for copies of the applicable solicitation drawings must include a certified copy of DD Form 2345 as access to some of the drawings are subject to the Arms Control Act (See note 8 for further information). The applicable NAICS Code for this requirement is 325920 and a size st! andard of 750 employees. It is anticipated that the solicitation will be issued by 20 Dec 04. The closing date of the solicitation will be 20 Jan 05, unless a later date is specified in the solicitation. Award under this procurement will be made to the technically acceptable offer which provides the best value to the Government, past performance and price considered. This requirement will NOT be procured under FAR Part 12. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil and on the Keyport Acquisition homepage at http://www-keyport.kpt.nuwc.navy.mil/NECO/solicitation.htm. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from this website and frequently monitor the site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to JerdeJM@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences prob! lems downloading the RFP from the NECO or Keyport websites. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov ). No paper copies of the RFP / amendments will be mailed. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same.
