- NASA/LaRC has a requirement for continued Systems Engineering Support to perform independent observer Systems Engineering Capability Maturity Model Integration (CMMI) pre-assessments. Period of performance is contract award through December 31, 2005. NASA/LaRC intends to purchase this support from Systems Management International, Inc., as the only known source that can meet Agency requirements. Systems Management International has provided expert evaluation of NASA's existing technical standards, policies, and procedures on systems engineering since 2000. This involvement included development of a system engineering framework with which to evaluate the Agency's systems engineering policies and procedures. To bring another contractor on board to serve as the CMMI pre-assessment independent observer would involve substantial start-up costs and time delays in gaining familiarity with the Agency's current systems engineering policy and issues, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 14, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
