- The original posting for this procurement notified the public that the requirement would be solicited as a total small business set-aside. This would require the inclusion of FAR Clause 52.219-14 "Limitations on Subcontracting," which requires the successful small business offeror to complete at least 50% of the work themself. After speaking with several interested small businesses, it does not appear likely that a small business would be capable of fulfilling the limitation on subcontracting requirement. Therefore, this procurement will now be solicited under full and open competition procedures.
