- This announcement has been amended to provide the required location for the firing range. Please see below - 2nd paragraph. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSCEAM-05-R-00006, which is issued as a Request For Proposal (RFP). This requirement is a small business set-aside. The North American Industry Classification Code (NAICS) is 611699 and the small business size standard is $6.0 million. The Department of homeland Security (DHS) has a requirement for a firing range to conduct mandatory quarterly qualifications and other firearms training. The range must be within a 40 mile radius or one hour travel time from Denver, Colorado. The proposed ranges must meet various standards to qualify. The range must be available a minimum of six (6) days per month / 18 days per quarter. The range must have parking available for up to 25 vehicles. The range must have restroom facilities. The range may be indoors or outdoors; and possess a minimum field of fire of 270 degrees (to support multiple target engagement and individual/team tactical movement. The range must possess rheostatically controlled lighting on the targets when they are in the ?faced? position. Outdoor ranges must possess sufficient lighting to promote safe range and live-fire operations during the hours from dusk to dawn. Indoor ranges must possess rheostatically controlled lighting so that dim-light (dusk and dawn) and dark conditions may be replicated (to support the conduct of training in the use of the weapon?s ?night sights? in dim light conditions wherein the target is identifiable but the weapon?s sights are hard to see; and training in the use of flashlights where flashlights are required by the shooter to find and identify their target (s). The range must possess a minimum of 30 firing points. The range must possess turning targets (instructor selectable ?face? times ranging from .1 second to 99.9 seconds, minimum ) and a dual moving target system running laterally the full width of the target line. The range must accommodate the use of portable reactive steel target systems of varying designs and sizes. The range impact berms/bullet traps must be sufficient to absorb the minimum expenditure of 135,000 rounds per quarter. The range must be able to accommodate a qualification course distance minimum of 1.5 yards and a maximum of 50 yards. The range must possess a public address system available during firearms training. The range must possess moveable barricades for the 50-, 25-, and 15-yard line course of fire. The range must possess some type of classroom facility (40 person capacity, minimum) with chalkboard or marker board, overhead projector, and projector screen. The range must be able to accommodate all handgun calibers and must allow the use of ?frangible? ammunition. The range rules cannot disallow movement between firing points or restrict movement-oriented firearms training firing points by students (i.e. standing to kneeling transitions.). The range rules cannot disallow students from drawing and firing from the holster. The range rules cannot disallow a student from moving in front of the firing points with an instructor present, (i.e. tactical shooting-on-the-move, shooting and moving, team movement live fire drills) where instructor/student ratio would be too restrictive. The range rules must allow shooters to utilize weapons on fully automatic fire drills. The range must possess a storage area dedicated to DHS inspectors/officers use that would allow storage of up to 300,000 rounds ammunition, 6000 cardboard target backers, various types and quantities of paper targets, and realistic quantities of consumable/ expendable supplies and equipment to support live fire range operations. The range must have proper drainage control as well as a safe usable surface during rainy conditions. Indoor ranges must possess a ventilation system that conforms to existing OSHA standards. The estimated days of range usage are 18 days per quarter. The estimated number of rounds fired are 135,000 rounds per quarter. The proposed contract will be for (1) one base year and (4) four one-year options. The objective is to acquire one or multiple contractors that can fulfill these requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2004-25. The following provisions in Federal Acquisition Regulation (FAR) apply to this solicitation. The solicitation incorporates one or more clauses by reference, with the same force and effect as if given in full text. Full text of a clause may be accessed electronically at www.arnet.gov/far. The provision at FAR 52.212-1, Instructions to Offers--Commercial Items (JAN 2004) and the clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items (OCT 2003) applies to this acquisition. FAR 52.212-2, Evaluation -- Commercial Items (JAN 1999). As a minimum, Offerors proposals shall include: Qualification Statement, Past Performance references, and Price. The proposals will be evaluated using the following factors: (a) Technical Factors (1) Qualification Statement ? Offeror shall confirm in writing that they meet all requirements set forth in the synopsis. However, DHS/ICE reserves the right to visit proposed site(s) to verify that the range(s) meets minimum qualifications. (2) Past Performance History ? Offerors proposal shall include a minimum of (2) past performance references for similar services the offeror has provided. One of these references must be a law enforcement entity. Verified/current points of contact shall be provided for each reference to allow the Government to speak with references about the nature and quality of service provided. (b) Price Factors Offerors shall provide pricing to cover a (1) year base period and (4) one year options. The ranges current commercial pricing arrangements ( i.e., pricing per hour, per day, per month, etc.) will be considered in the evaluation of price. All evaluation factors, when combined, are significantly more important than price. The Government reserves the right to determine if more than one contract will be awarded for this requirement. The Government will award a contract or multiple contracts resulting from this solicitation to the responsible offeror (s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
