Description
The purpose of this solicitation is to provide Physicians Services – Internal Medicine for the residents at the Armed Forces Retirement Home – Gulfport, MS (AFRH-G). The duties shall include a full range of medical care; comprehensive, professional, clinical and medical services in a geriatric environment located at the Community Health Clinic. AFRH-G currently has approximately 590 residents, but can support up to 620. Previously, the physicians group has consisted of approximately four full-time physicians. The critical element of this contract is the ability of the Contractor to provide third party billing services and accept their reimbursement as payment in full. Details are listed below: RESIDENTS’ INSURANCE AND BILLING: AFRH-G residents have Medicare, TRICARE FOR LIFE or TRICARE PRIME and some have supplemental medical insurance. At the present time, TRICARE requires that services be requested through the Primary Care Physician in order for TRICARE to be billed for services. The Contractor shall apply for and become a network provider under the TRICARE Managed Care Support Contract or follow-on TRICARE contract and any other third party insurance program for purposes of becoming a Primary Care Manager for those beneficiaries under his/her care that are TRICARE eligible. The Contractor is responsible for obtaining insurance information and Informed Consent from the residents. Insurance information and Informed Consent will be provided to the Contractor by the residents of the AFRH-G at the time services are rendered. The Contractor shall ensure the residents fully understand that their private insurance will be billed for services. In the case of a resident who does not have coverage, the AFRH-G will pay for services at the Tricare rate of reimbursement. Uninsured residents make up less than 1% of the resident population at the AFRH-G. THIRD PARTY BILLING: The Contractor shall bill the residents’ insurance company directly for reimbursement of Physician Services. Residents and/or their insurance companies will be responsible for payment of all services including co-payments. The Government is not responsible for payment, and the Contractor shall not bill the Government for these services. The Government will pay the contractor for services and co-payments at the TRICARE rate of reimbursement for residents without insurance. Other requirements are as follows: A minimum of an M.D. or Nurse Practitioner degree from a nationally accredited college or university covering such degree. Successful completion of required residency from a nationally accredited program in Internal Medicine and Board Certified or eligible. Evidence of continuing education, which maintains skill and knowledge in the field of medicine, required for medical license renewal. A current, unrestricted license to practice medicine in the State of Mississippi. The Contractor is responsible for complying with all state, federal and local requirements. The Contractor shall obtain privileges at one or more local community hospital. Contractor physicians shall possess a current Federal Drug Enforcement Agency (DEA) registration. Contractor physicians shall have experience working with a geriatric population and the Wellness Model. They must have effective oral and written communication skills in the English language. Contractor physicians shall have a special clearance background check performed which will then enable them to use Kessler Air Force Base Composite Health Care System (CHCS) computer system to input medication orders and gather medication profiles on residents; utilize other services directly, and potentially enter laboratory requests. Copies of current licensure must be submitted annually to the Contracting Officer’s Technical Representative (COTR). The Contractor physician(s) is considered a key and essential personnel. As such, Contractor physicians shall be present and available to perform their medical role during all periods of severe inclement weather and other potential emergencies. This solicitation will result in a performance based, firm-fixed price contract with a base year and four, one-year options. The NAICS code is 621111 – Medical Services and a size standard of $8.5 million. This procurement action is unrestricted.
