- Production of Press Braille Books The Library of Congress National Library Service for the Blind and Physically Handicapped (NLS/BPH) has a requirement for the production of books in braille format. Production and delivery of braille materials in accordance with NLS/BPH specifications #410, and #800 includes transcription, pressing, binding and distribution of braille books. Bidders are required to submit samples of the products requested which precisely meets all applicable specifications in all respects. Current producers may request a waiver for the submission of samples. The NLS/BPH specifications, which are incorporated in the solicitation by reference, may be downloaded from http://www.loc.gov/nls/specs. Award will be made to the responsible bidders whose bids conform to and are responsive to the terms of the invitation and whose bids are advantageous to the government, considering only the price and price-related factors included in the invitation. Offerors should take into consideration that it will be necessary for all packages to pass the Library of Congress security procedure. Please allow time for delivery.
