- This PRE-SOLICITATION NOTICE is posted to allow the General Services Administration (GSA) the opportunity to announce its intent to solicit for qualified General Construction Contractors (GC) for Window Restoration and New Exterior Paint, that include Lead Paint Abatement, services of the Historic United States Federal Courthouse Building, Augusta, Georgia. This building is listed on the National Register of Historic Places; therefore successful experience in the areas of Historic Restoration will be one of the evaluation factors in the upcoming solicitation. The courthouse is located at 500 East Ford Street, Augusta, Georgia. Knowledge of Restoration of Historic Windows: The contractor shall be knowledgeable of and familiar with the building construction techniques, building features and functions. The work under the Base Bid includes, but not limited to, the following: All windows; replacement window components; miscellaneous window repairs; eaves, decorative trim and soffits; doors and frames; louvers; balconies, security grates, entry light fixtures and exterior ladders and associated platforms. Construction is scheduled to start on or before March 2005, with a completion date of no later than September 2005. The services provided by the GC shall cover a specific range of restoration services as detailed in the Drawings and Specifications to be provided. The estimated dollar amount of the project is between $450,000 and $650,000. The project completion is approximately 180 calendar days after issuance of the Notice to Proceed. Bonds, Insurance and Security Clearances will be required prior to the start of any work. The technical factors to be evaluated are: 1) Organization Approach (40 points), offeror to submit a management plan describing how they propose to accomplish the work required in the RFP. 2) Qualifications of Key Personnel (30 points), offeror to submit narrative descriptions of education, training and experience of each of the personnel which demonstrate their ability to successfully perform the work required under this Request for Proposal (RFP). 3) Experience and Past Performance of Offeror (30 points), offeror to submit narrative descriptions of three (3) related projects, performed within the last three (3) years, which demonstrate offeror?s ability to successfully perform the work required under the RFP. For this contract, technical factors, when combined, are significantly more important than cost or price (iaw) FAR Part 15.101-a (2)... The contractor will be responsible for visiting the project site. A site visit is mandatory and should be scheduled through the GSA at a later date. This procurement will be advertised on a restricted basis as a Small Business Set-Aside. The applicable NAICS Code for this procurement is 236220 with a Small Business Size Standard of $27.5 million. The anticipated issue date of the solicitation is December 13, 2004. Request for Proposal due date will be January 14, 2005.
