- Description
- The Health Resources & Services Administration (HRSA), HIV/AIDS Bureau (HAB), intent to negotiate, on a sole source basis, to modify our contract with Jeff Murray?s Programming Shop of New Orleans, Louisiana. This procurement shall be processed in accordance with the Contract by Negotiation Procedures as outlined in Federal Acquisition Regulations (FAR) Parts 15 and 6. The purpose of this negotiation is to acquire their Upgrading and Supporting CAREWAre software and training, which will allow direct extensions of the current application and therefore enable its use in international HIV treatment settings. This modification to the existing contract will permit changes in internal codes and redesign of certain screens of the current proprietary software. The current contractor is the only one who can make these adjustments. Any other source would have to duplicate a substantial array of current and previous efforts to accomplish the same objectives. The Contractor has spent a considerable amount of effort in developing the Upgrading and Supporting CAREWAre software and will now be required to spend a small amount of effort to upgrade, again. This is not a solicitation, but a notification of our intent to modify an existing contract. A justification for other than full and open competition (JOFOC) is on file.
