- The U.S. Department of Energy, Office of the Chief Information Officer (OCIO), intends to award a HubZone Sole Source Contract to Gaver Technologies Inc. Federal (GTI), located at 125 South Carroll Street, Frederick, MD, for additional use of the Electronic Funding Administration System (EFAS). The proprietary system is currently installed and operational in the OA Office and will be utilized and customized for the OCIO. The EFAS will provide budget execution and financial management capabilities to the OCIO in the analysis, development and tracking of budget and financial issues. GTI will provide implementation, upgrades, maintenance, support and training. EFAS is a web based budget execution system developed for the US Department of Energy, Office of Independent Oversight and Performance Assurance (OA) to provide internal financial information and assist in tracking Budget Authority and Budget Outlay, by Budget and Reporting Number and Contract. Vendors that can provide the required services for this production system may submit a capabilities statement with a price estimate. All submissions must be received within fifteen (15) days of the publication date of this notice. A determination by the Government not to complete this proposed action based upon responses to this notice is solely the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
